JOB PURPOSE
The Manager II, Group Corporate Assurance (GCAD) is responsible for managing the corporate assurance activities for assigned business portfolios across the Group. The role supports the development and execution of a risk-based assurance plan through the assessment of governance, risk management, internal controls, regulatory compliance, project delivery and operational effectiveness. The incumbent is responsible for leading and managing audit reviews, investigations, advisory engagements, and special assignments from planning through reporting and follow-up, while ensuring compliance with GCAD methodologies and professional standards. The role also contributes to the continuous enhancement of assurance practices, development of audit personnel, and effective engagement with Management to strengthen the overall control environment across the Group.
1) Audit Planning and Portfolio Management
- Support the CAO and Senior Manager in the development of the annual risk-based audit plan, resource planning and budget requirements through assessment of key business risks, emerging risks and strategic priorities across the Group.
- Serve as the assurance lead for assigned business portfolios, developing a comprehensive understanding of business operations, strategic objectives, key risks and control environments.
- Continuously monitor changes in the business environment and identify emerging risk areas requiring assurance coverage.
2) Audit Execution and Delivery
- Manage and lead end-to-end audit engagements in accordance with approved audit plans, GCAD methodologies and applicable professional standards.
- Develop and review risk assessments, audit scopes, audit strategies and detailed audit programs to ensure appropriate coverage of key risks and controls.
- Lead and supervise the execution of operational, financial, project management, construction, procurement, contract management, governance, compliance and special-purpose audits.
- Ensure audit assignments are completed efficiently, within approved timelines and according to established quality standards.
- Review and approve audit working papers to ensure adequacy of evidence, accuracy of findings and compliance with professional auditing standards.
- Leverage data analytics and technology-enabled audit techniques where appropriate to enhance audit effectiveness and coverage.
3)Audit Reporting and Issue Management
- Review and ensure audit observations are appropriately supported, risk-rated and clearly communicated to Management.
- Facilitate discussions with Management to obtain practical and sustainable corrective action plans.
- Prepare and present audit reports highlighting key risks, control weaknesses, root causes, business impacts and recommendations for improvement.
- Escalate significant control deficiencies, governance concerns, fraud indicators or systemic issues to the Senior Manager and CAO, GCAD on a timely basis.
- Undertake periodic and ad-hoc reporting on audit progress, key findings, thematic issues and departmental performance indicators.
4)Follow-Up and Remediation Monitoring
- Monitor Management's implementation of agreed corrective actions arising from audit and investigation reports.
- Assess the adequacy and effectiveness of remedial actions implemented by Management.
- Follow up on overdue audit actions and highlight unresolved high-risk issues to the Senior Manager and CAO, GCAD and relevant stakeholders.
- Ensure timely and effective closure of audit findings and recommendations.
5) Investigations and Special Reviews
- Lead or participate in investigations relating to allegations of fraud, misconduct, conflict of interest, abuse of authority, policy breaches, whistleblower complaints and other irregularities.
- Conduct interviews, review documents, analyse evidence and perform root cause assessments whilst maintaining confidentiality and objectivity.
- Prepare investigation reports documenting facts, findings, conclusions and recommended corrective actions.
- Lead special reviews, confidential assignments and management-requested engagements as required.
6)Team Leadership and Talent Development
- Supervise, coach and develop Assistant Manager and Executives in the planning, execution and reporting of assurance engagements.
- Provide continuous feedback, technical guidance and mentoring to enhance audit quality and professional competency.
- Review team performance, monitor resource utilisation and ensure effective allocation of assignments.
- Promote a culture of continuous improvement, professional scepticism, collaboration and knowledge sharing within GCAD.
- Support departmental initiatives relating to methodology enhancement, quality assurance and capability development.
7) Other Duties and Special Assignments
- Undertake any other duties, special assignments, projects or responsibilities as may be assigned by the Chief Audit Officer (CAO) or Senior Managers from time to time in support of departmental and organisational objectives.
QUALIFICATIONS, EXPERIENCE & SKILLS/COMPETENCIES
ACADEMIC QUALIFICATIONS:
Bachelor's Degree in Accounting, Finance, Business Administration, Economics, Engineering, Quantity Surveying, Construction Management, Real Estate, Information Technology or related discipline.
CERTIFICATIONS:
Professional certifications are strongly preferred:
- Certified Internal Auditor (CIA)
- Chartered Accountant (CA, ACCA, CPA, MIA)
- Certified Fraud Examiner (CFE)
- Certification in Risk Management Assurance (CRMA)
- Other relevant professional qualifications
EXPERIENCES:
- Minimum 6 to 10 years of relevant experience in Internal Audit, External Audit, Risk Management, Corporate Assurance, Governance or Investigations.
- Experience in leading complex audit engagements and managing audit teams.
- Exposure to property development, construction, township development, project management, manufacturing, logistics, hospitality, or shared services environment is an advantage.
- Experience in fraud investigations, special reviews and whistleblower investigations would be highly advantageous.
