Key Responsibilities : 

Foreign Workers Administration 

  • Manage the full lifecycle of foreign workers in compliance with Malaysian regulations, including recruitment, onboarding, renewal, and repatriation.

  • Liaise with Jabatan Imigresen Malaysia for matters relating to work permits (PLKS), visa applications, renewals, and cancellations.

  • Coordinate and ensure timely medical screening and renewals through FOMEMA, ensuring all foreign workers are certified fit for employment.

  • Oversee foreign worker accommodation standards in accordance with Workers' Minimum Standards of Housing, Accommodations and Amenities Act 1990 (Act 446), including coordination with relevant authorities for inspections and certifications (e.g., hostel licensing via local councils).

  • Manage and monitor foreign worker levy payments, insurance (SPIKPA), and related statutory obligations in line with Malaysian government requirements.

  • Liaise with embassies, agents, and approved vendors for recruitment, documentation, and repatriation processes.

  • Maintain accurate and up-to-date records of foreign workers, including permits, medical status, accommodation details, and employment history for audit readiness.

  • Handle foreign worker disciplinary matters, grievances, and counselling in compliance with Malaysian employment laws and company policies.

  • Coordinate periodic audits, inspections, and documentation required by government authorities (e.g., Immigration, Labour Department, local councils).

  • Prepare and submit required reports related to foreign workers (headcount, permits, compliance status) to management and relevant authorities when required.

  • Act as the key liaison for communication between foreign workers, management, and authorities, ensuring clear understanding of policies and compliance requirements. 

Training and Development 

  • Conduct training needs analysis (TNA) - extracts the performance improvement plan from the appraisal and analyze the training needs of the individual and also needs of the organization. 

  • Training and Development - designs and develops the Company’s annual training plan and co-ordinate the training programs; designing the training outline, sourcing of the trainers, preparation of the training budget and etc. 

  • To coordinate and execute training activities of the entire company for new hires as well as existing employees. 

  • Upkeep of training documentation and procedures, i.e., approval obtained, submission of reports after the training, follow-ups with the hiring managers on the team members’ progress after the training. 

  • Liaise with training providers and relevant authorities such as HRD Corp to ensure compliance with HRD Corp requirements, including grant applications, claims, and levy utilization.

Event Management

  • To prepare annual event proposal, including the budget and obtain approval from Management.

  • To organize and ensure the monthly execution of events.

  • To prepare a proposal for each event with at least three quotations and obtain Management’s approval.

Administration Budget 

  • Conduct Vendor Evaluation survey on existing vendors on a yearly basis and negotiate with suppliers / vendors for competitive pricings. To complete the survey on or before 06th January of each year.

License Renewal  

  • To maintain a list of all the license expiry date and proceed with renewal 2 - 3 months prior to the expiry date. For example : 

        i. MBDK

          ii. FMM / MECA, etc. 

  • Ensure all the business licenses are being displayed within the office premises. 

  • To maintain all the license renewal documents in the related files. 

Contract Renewal 

  • To maintain a list of all the contract expiry date and proceed with renewal 2 - 3 months prior to the expiry date : 

            i. Security Services 

            ii. Cleaning Services, etc. 

            iii. Maxis lines

  • Review the contract terms and conditions and submit the contract to Manager, HR & Admin. for her comments, if any. Administration to ensure all new contracts is signed before the expiry date. 

E- Claim Administration

  • To check and verify all staff’s e-claims latest by 24th of every month.

  • Submit e-claim report to Payroll personnel by 14th of every month.

Verification of All Administration Documents

  • Responsible to verify all the administration documents such as Purchase Order, Invoices, etc. upon submission from Front Desk Assistant, and review it before submitting it to Manager, HR & Admin. for approval.

Maxis Sim Card (Ad-hoc)

  • To apply Sim Card for eligible employees based on HR Recruitment personnel’s instruction, if need arises.

  • Maintain and update the record of all telephone bill expenses and key in into the excel spreadsheet on a monthly basis.

  • Prepare the letter for Manager, HR & Admin.’s signature and forward the letter to HR Recruitment personnel who shall extend it to the applicant.

  Technical Competencies & Qualifications :

  • Candidate must possess at least a diploma / degree in Human Resource Management.

  • Required language(s) : Bahasa Malaysia, English

  • At least 2 - 3 year(s) of working experience in the related field is required for this position.

  • Understand and possess knowledge of labour law and HR best practices.
