Responsibilties
The officer will be responsible to provide support to divisions on procurement matters relating to:
Procurement Operations and Policy Support
- Manage procurement operations, including reviewing procurement submissions, processing purchase requests, periodic checks on simple purchases and provide guidance to divisions on procurement-related matters to ensure compliance to the procurement policies and procedures.
- Support policies and processes for improvement, including development of internal education materials to raise staff’s awareness on procurement guidelines.
- Prepare periodic and ad-hoc report for internal and external reporting.
- Support audit exercises (e.g., internal audit, financial audit)
- Support projects and initiatives, such as maintenance of procurement bots, system migration activities.
Requirements
- At least 3 - 5 years of relevant work experience in procurement practices and processes, preferably in public agency
- Knowledge of Government Instruction Manual on Procurement as well as GeBIZ system, Workday preferred
- Proficient in MS Office tools and other IT/analytics tools (such as Tableau)
- Good writing and communication skills
- Organised, meticulous with good reasoning skills, and proactive in following up on matters to ensure timely resolution and adherence to deadlines
- Able to work independently and collaboratively with team members and stakeholders, and commit to the full duration of the contract
