Main Purpose:
- To support the effective implementation of MISC Berhad’s people and functional capability development agenda by coordinating and executing initiatives that strengthen employee competencies, career growth and organisational readiness.
- The role supports capability-gap assessment, programme design and delivery, learning impact evaluation, and the administration of functional learning programmes and systems. It also coordinates the MISC Graduate Development Programme and supports the governance and implementation of staff onboarding policies and processes to deliver a consistent, compliant and positive employee experience.
- The position manages related budgets, HRD Corp requirements, learning records and Learning Management System (LMS) operations, ensuring data accuracy, effective stakeholder coordination and continuous improvement aligned with business priorities.
Job Responsibilities:
MISC Graduate Development Programme
- Coordinate the end-to-end implementation of the MISC Graduate Development Programme, including annual planning, participant onboarding, programme scheduling, learning interventions, rotations or attachments, assessments, progress reviews and completion activities.
- Maintain accurate graduate profiles, development plans, learning records, assessment results and programme documentation, and provide timely dashboards and progress reports to management.
- Coordinate with line managers, mentors, coaches, HR Business Partners, Talent Management and other stakeholders to ensure graduates receive structured development experiences, timely feedback and appropriate support.
- Monitor programme milestones, participant engagement, performance risks and completion requirements; escalate issues and recommend corrective actions to support successful programme outcomes.
- Support the review and enhancement of programme governance, curriculum, assessment methodology, participant experience and stakeholder communication based on feedback, business needs and programme outcomes.
Staff Onboarding Policy and Governance
- Support the development, review and implementation of MISC staff onboarding policies, governance standards, guidelines, procedures and supporting toolkits across the employee onboarding lifecycle.
- Coordinate enterprise onboarding activities with Talent Acquisition, HR Operations, HR Business Partners, hiring managers, IT, Workplace Services, Security and other relevant functions to ensure role clarity, timely readiness and a consistent new-joiner experience.
- Maintain onboarding governance controls, checklists, service timelines, records and compliance evidence, and monitor adherence to approved policies, processes and Levels of Authority.
- Track onboarding completion, new-joiner feedback, stakeholder service performance and recurring issues; prepare insights and recommend improvements to strengthen employee readiness, experience and productivity.
- Support policy communication, stakeholder briefings and periodic governance reviews to ensure onboarding requirements remain current, practical and aligned with business and regulatory expectations.
Learning Programme and Systems Management
- Coordinate end-to-end administration of learning programmes, including scheduling, communications, logistics, participant management, vendor coordination and post-programme evaluation.
- Manage enrolment, attendance, completion and learning records in the LMS, ensuring data accuracy, confidentiality and timely updates.
- Support preparation and monitoring of the People Development budget, including commitments, expenditure tracking, forecasting and optimisation of resource utilisation.
- Coordinate HRD Corp registrations, claims, supporting documentation and utilisation reporting in accordance with regulatory and internal requirements.
- Provide first-level user support for LMS and learning-process issues, and coordinate with system administrators or vendors on incident resolution and enhancements.
Required Skills:
- Bachelor’s Degree in Human Resource Management, Business Administration, Social Science, Education, Psychology or an equivalent discipline.
- 3–5 years of relevant working experience in Human Resources, preferably in capability development, graduate development, talent management, employee onboarding, learning operations or programme management.
- Experience coordinating cross-functional programmes, maintaining governance documentation, analysing programme data and working with an LMS is an advantage.
