About the Role
We are seeking an experienced and commercially minded Head of HR Service Delivery (Manager / Senior Manager corporate grade) to lead the HR Business Partner function supporting our externally deployed workforce across Malaysia. This role is responsible for driving workforce performance, employee engagement, retention, compliance, and service excellence while partnering closely with clients and internal stakeholders to deliver exceptional workforce solutions.
Key Responsibilities
- Lead the end-to-end employee lifecycle for deployed associates, including onboarding, performance management, employee relations, career development, retention and offboarding.
- Partner with business leaders, clients, recruitment and operations teams to support workforce growth, productivity and business performance.
- Develop and implement workforce engagement, talent development and retention strategies to improve employee experience and reduce attrition.
- Provide leadership on employee relations, disciplinary matters, investigations, workplace disputes and employment law compliance.
- Oversee compensation benchmarking, workforce analytics and people insights to support strategic decision-making.
- Lead foreign workforce, immigration and work permit administration, ensuring compliance with Malaysian regulations and client requirements.
- Build strong client partnerships, conduct workforce reviews and deliver actionable recommendations that enhance service delivery and workforce outcomes.
- Lead, coach and develop a high-performing HR Service Delivery team while driving continuous improvement and operational excellence.
What We're Looking For
- Bachelor's Degree in Human Resources, Business, Psychology, Industrial Relations or a related field.
- 10+ years of progressive HR experience, including at least 5 years in a managerial role.
- Strong experience in HR Business Partnering, employee relations, workforce management and stakeholder engagement.
- Experience within staffing, outsourcing, RPO, MSP, contingent workforce or high-volume workforce environments is highly desirable.
- Strong knowledge of Malaysian Employment Act, labour legislation and work permit/immigration processes.
- Proven people leadership capability with strong commercial acumen and a data-driven approach to decision-making.
