About the Role
As a Digital Business Analyst, you will drive digital transformation by working in a product-centric, agile delivery environment. You’ll partner closely with product leadership and cross-functional teams (product/project managers, architects, engineering, security, vendors) to discover user needs, shape solution direction, and deliver iterative improvements to both new digital initiatives and existing systems—ensuring outcomes are user-centric, secure, and aligned to Whole-of-Government (WOG) standards.
Key Responsibilities
- Apply product thinking to understand user problems and articulate the “why” behind features—beyond requirements capture
- Lead user-centric discovery with business teams to elicit citizen, industry, and internal user needs using human-centred and visual techniques
- Use Design Thinking / Service Design methods to identify pain points, define future-state journeys, and shape product vision
- Work within Agile/Scrum to write clear user stories, define acceptance criteria, and refine/manage the backlog to deliver value iteratively
- Support product lifecycle management for existing systems: enhancements, issue triage, operational support, and decommissioning planning
- Evaluate and recommend technology options aligned to digital direction (e.g., cloud adoption, legacy modernisation, SG Tech Stack) with a focus on scalability and sustainability
- Collaborate with stakeholders across other agencies, and industry partners to ensure alignment and ecosystem fit
- Coordinate with vendors, interface partners, and helpdesk teams to troubleshoot issues and ensure fixes align with roadmap priorities
- Use data, user feedback, and product performance signals to drive continuous improvement and propose measurable enhancements
- Ensure delivery aligns with WOG governance, security, and compliance requirements
Preferred Skills
- Degree in Computer Science / IT / Engineering (or related discipline)
- 5+ years in business analysis, product owner, or similar roles in a product-centric environment
- Strong track record delivering in Agile/Scrum (or similar modern delivery methodologies)
- Demonstrated ability to run discovery, facilitation, and prototyping activities and translate findings into actionable backlog items
- Experience supporting enterprise systems with multi-stakeholder/vendor coordination (including ops and incident triage)
- Familiarity with WOG frameworks, security policies, and compliance standards
- Advantage: working knowledge of AI tools/concepts applied to delivery, analysis, or operations
- Strong stakeholder engagement and communication skills—able to influence, align, and present clearly to mixed audiences
