Job Summary
The Manager, EMS leads the planning, execution, and control of Engineering & Maintenance Services at site level, ensuring safe, timely, and budget-compliant delivery while managing teams, subcontractors, and client relationships.
Responsibilities
Plan, schedule, and oversee EMS works execution at site to ensure alignment with approved scope and method statements
Monitor daily site activities, manpower deployment, and subcontractor performance to maintain operational efficiency
Manage HSSE compliance by approving work permits, enforcing site safety rules, and aligning with client requirements
Conduct audits and inspections to identify non-conformities and implement corrective actions promptly
Control EMS cost performance by reviewing bills of quantities, purchase orders, and budget utilization
Ensure accurate and timely updates of work progress, invoicing, and claims submissions for financial tracking
Review and approve vendor quotations, invoices, material requisitions, and training requests to support project needs
Lead and support EMS site teams and subcontractors to achieve project objectives and maintain quality standards
Preferred competencies and qualifications
Bachelor of Science in Civil Engineering / Specialist Diploma in Civil Engineering or related discipline
Minimum 8–12 years' experience in maintenance, EMS, or site operations within oil & gas / petrochemical environments
Proven experience managing multi-disciplinary site teams and subcontractors
Site HSSE / Safety Certifications (preferred)
Working location – P Bukom / Jurong Island / or where projects required
