The
HR Executive (Worker Portfolio)
is responsible for the end-to-end HR administration and workforce management of approximately
400 foreign workers
, ensuring accurate manpower records, timely work pass administration, statutory compliance, worker welfare and smooth site operations.
The role also supports
employee engagement, company events and activities
, while taking ownership of
ad-hoc assignments and special projects
delegated by management to support business and operational needs.
Key Responsibilities
1. Foreign Worker Portfolio & HR Administration
Manage the complete HR portfolio of approximately
400 foreign workers
, ensuring accurate, timely and confidential employee records.
Maintain and update workers’ personal files, HRIS/database and manpower records in both hardcopy and digital formats.
Manage worker movements including
onboarding, deployment, transfer, leave, termination and repatriation
.
Prepare employment contracts, induction documents and other HR documentation for new and existing workers.
Respond promptly to worker enquiries and coordinate resolution of HR and employment-related matters.
2. Work Pass, MOM & Regulatory Compliance
Manage
Work Permit applications, renewals, transfers and cancellations
through the MOM portal.
Monitor Work Permit, passport, security bond, medical, insurance and other document expiry dates to ensure timely renewal and compliance.
Track
IPA approval, Work Permit issuance, card collection and thumbprint appointments
.
Monitor foreign worker
quota, levy, levy tiers and worker ratios
and maintain accurate movement reports.
Coordinate mandatory requirements including
medical examinations, SEC (K), safety courses and relevant certifications
.
Support
MOM, BCA and internal audits
by preparing and maintaining required records and documentation.
3. Payroll, Attendance & Manpower Reporting
Consolidate and verify monthly
attendance, overtime, leave and no-pay leave records
for payroll processing.
Support monthly workers’ payroll preparation,
levy reconciliation and payroll-related reports
.
Review attendance and manpower data for accuracy and follow up with site supervisors on discrepancies.
Maintain daily attendance records and monitor worker deployment across sites.
Prepare regular
worker movement, manpower and HR reports
for management review.
4. Site Manpower & Operations
Liaise closely with site supervisors and project teams on
manpower deployment, attendance and workforce requirements
.
Coordinate worker transportation arrangements to support site operations.
Manage dormitory
check-in/check-out and accommodation arrangements
.
Coordinate worker onboarding, safety induction and site orientation to ensure readiness for deployment.
Support repatriation, clearance and final settlement arrangements for departing workers.
5. Worker Welfare & Employee Relations
Support worker welfare initiatives and address day-to-day worker concerns and grievances professionally.
Assist with
medical claims and Work Injury Compensation Act (WICA)
cases where applicable.
Promote good worker relations and maintain effective communication between workers, site supervisors and HR.
Ensure worker welfare matters are followed up promptly and appropriately.
6. Events, Engagement & Activities
Support and coordinate
company events, worker engagement activities, welfare programmes and employee activities
.
Assist in planning and execution of events, including logistics, manpower coordination, venue arrangements, communications and on-site support.
Contribute ideas and initiatives to enhance
employee engagement, and morale
7. Ad-Hoc & Special Projects
Take ownership of
ad-hoc assignments and special projects
assigned by the superior or management.
Support HR process improvement, system updates, reporting and administrative projects.
Work collaboratively with internal departments and project teams to support business and operational requirements.
Perform other duties and responsibilities as assigned from time to time to ensure the smooth functioning of HR and workforce operations.
8. Confidentiality & HR Governance
Maintain strict confidentiality and proper handling of employee personal data and HR records.
Ensure HR processes and documentation are maintained in accordance with
MOM requirements, company policies and applicable Singapore employment regulations
.
Maintain proper filing, documentation and audit trails to support effective HR governance.
