About the Role


We are looking for an experienced and hands-on Building Manager cum Fire Safety Manager (FSM) to take charge of the day-to-day management, operation and maintenance of a commercial/industrial strata-titled property in Singapore.


As the principal on-site representative of the Managing Agent, you will oversee the overall operational performance of the property and work closely with the Management Corporation / Management Council, subsidiary proprietors, tenants, contractors, consultants and relevant authorities.


This role is ideal for an experienced property professional with strong MCST management, building operations, M&E, contractor management and fire-safety experience, who is comfortable taking ownership of issues from identification through to resolution.


What You’ll Be Responsible For


Building & Estate Management


* Oversee the day-to-day management, operation and maintenance of the property and common areas.

* Conduct regular property inspections and proactively identify defects, deterioration, safety concerns and operational risks.

* Follow up on defects, repairs, rectification and improvement works through to satisfactory completion.

* Ensure instructions and resolutions of the Management Corporation / Management Council are properly implemented.

* Maintain high standards of building safety, operational reliability and service delivery.


M&E & Preventive Maintenance


* Oversee the operation and maintenance of building M&E systems and common-property equipment.

* Monitor systems including lifts, generators, pumps, electrical distribution, fire-protection systems, mechanical ventilation, plumbing, drainage, emergency lighting and other building services.

* Monitor preventive maintenance programmes, servicing schedules, statutory inspections and certifications.

* Identify recurring equipment failures and recommend appropriate repair, replacement or improvement measures.

* Support long-term asset maintenance and capital expenditure planning.


Contractor & Vendor Management


* Coordinate and supervise contractors including security, cleaning, M&E, lift, fire-protection, plumbing, pest-control and specialist service providers.

* Monitor contractor performance against contractual requirements and service standards.

* Conduct inspections, identify service deficiencies and ensure corrective actions are completed.

* Verify satisfactory completion and quality of works before recommending payment.


Procurement, Tender & Works Management


* Obtain and evaluate quotations and tenders for maintenance, repair, replacement and improvement works.

* Assist in preparing scopes of work and technical specifications.

* Conduct technical and commercial evaluations and prepare clear recommendations for the Management Council.

* Supervise approved repair, replacement, A&A and capital works.

* Monitor contract expiry and support timely contract renewal or re-tendering.


MCST & Stakeholder Management


* Work closely with the Management Corporation / Management Council and provide professional advice on property operations and maintenance matters.

* Attend Management Council meetings as required and provide updates on building operations, maintenance, contractors, safety and compliance.

* Follow up on Council decisions, resolutions and outstanding action items.

* Attend professionally and promptly to enquiries, feedback and complaints from subsidiary proprietors, tenants and occupants.

* Assist with AGM, EOGM, by-law and other MCST-related matters where required.


Fire Safety, CERT & Emergency Response


* Oversee fire-safety requirements and ensure required inspection, testing and maintenance of fire-protection systems are properly carried out.

* Perform Fire Safety Manager (FSM) duties where appointed.

* Support the property’s Company Emergency Response Team (CERT) and Emergency Response Plan requirements.

* Undertake or support Site Incident Controller (SIC) responsibilities where qualified and applicable.

* Coordinate responses to building emergencies including fire, flooding/water leakage, electrical failure, lift breakdown, major equipment failure, security incidents and other building-safety incidents.

* Participate in emergency exercises, drills and relevant training.

* Support established escalation arrangements for after-hours emergencies.


Compliance & Reporting


* Ensure property operations comply with the Building Maintenance and Strata Management Act (BMSMA) and other applicable statutory and regulatory requirements.

* Monitor statutory inspections, licences, certificates and renewal dates.

* Maintain proper building, maintenance, inspection, incident, contractor and fire-safety records.

* Prepare and/or contribute to monthly management reports covering maintenance status, outstanding defects, equipment breakdowns, contractor performance, incidents, fire safety, complaints and statutory compliance.

* Highlight operational risks and provide recommendations to the Management Council.


What We’re Looking For


* Diploma or Degree in Facilities Management, Real Estate, Building Services, Mechanical Engineering, Electrical Engineering, or a related discipline.

* Preferably 5 years or more of relevant building, property or facilities management experience.

* Demonstrated experience managing MCST / strata-titled properties.

* Experience managing commercial and/or industrial properties is strongly preferred.

* Sound knowledge of the Building Maintenance and Strata Management Act (BMSMA) and relevant Singapore regulatory requirements.

* Good practical understanding of building M&E systems, preventive maintenance, defects management and contractor supervision.

* Experience with procurement, quotations/tenders, repair works, A&A works and project/contract management.

* Strong stakeholder-management and communication skills, including confidence engaging Management Council members, tenants, subsidiary proprietors, contractors and authorities.

* Strong problem-solving, documentation and management-reporting capabilities.

* Able to work independently, take ownership of operational issues and coordinate effectively during emergencies.


Certifications That Will Give You an Advantage


* Certified Fire Safety Manager (FSM) — strongly preferred.

* Site Incident Controller (SIC) / CERT training or qualification — strongly preferred.

* Other relevant emergency-response, Workplace Safety & Health, building-services or facilities-management certifications will be advantageous.


Who Will Succeed in This Role?


You are someone who takes ownership of the building rather than simply administering it.


You are comfortable walking the property with contractors in the morning, investigating an M&E or building defect, reviewing a quotation in the afternoon, presenting an operational update to the Management Council, responding professionally to tenants and subsidiary proprietors, and taking charge when an unexpected building incident occurs.


You are organised, responsive and hands-on, with the judgement to distinguish between issues that can be resolved operationally and those requiring escalation to the Management Council.


Most importantly, you follow issues through to proper closure while maintaining high standards of safety, compliance, service quality and professionalism.
