On behalf of a confidential international oil & gas exploration & production company with operations across Malaysia, EP2C is recruiting for the position below, based at the client's Kuala Lumpur office.

MISSION / ROLE OVERVIEW
The Head of Organization Development is responsible for driving strategic HR initiatives aligned with the organisation's business objectives. The role encompasses organisational design, workforce planning, process improvement, and HR technology optimisation. It also ensures compliance with regulatory requirements, leads national workforce-localisation efforts, and manages the HR Work Programme Budget to support the organisation's operational and strategic goals.
Organisation Design
- Lead organisational design initiatives, including reorganisation, position-title standardisation, and development of functional descriptions, ensuring alignment with the organisation's strategic goals.
- Assess and recommend enhancements to the current organisational structure to improve efficiency, communication and collaboration across teams.
- Drive and oversee organisational transformation projects to support business growth and agility.
Process Improvement
- Identify and implement opportunities to streamline HR processes, policies and systems to enhance operational efficiency.
- Apply methodologies such as Lean Thinking, Six Sigma, or Total Quality Management (TQM) to improve HR service delivery.
- Collaborate with cross-functional teams to redesign processes and workflows for optimal performance and measurable results.
Workforce Planning, Strategy & HRIS
- Develop and execute a strategic workforce-planning framework to ensure the organisation has the right talent to meet future business needs.
- Conduct workforce analysis to identify gaps, recommend solutions, and align workforce capabilities with the organisation's objectives.
- Lead the implementation and optimisation of the HR Information System (HRIS) to improve data accuracy, reporting and decision-making.
- Ensure the HRIS supports and enhances key HR functions, including planning, recruitment and performance management.
Audit & Compliance
- Oversee HR audits to ensure compliance with company policies, regulatory requirements and best practices.
- Establish and monitor action plans to address audit findings and minimise risks.
- Provide comprehensive reports and updates to senior management on audit outcomes and corrective actions.
Workforce Localisation & Budget Management
- Drive the organisation's national workforce-localisation strategy in alignment with the relevant national regulatory guidelines and industry standards.
- Develop and implement programmes to build local talent pipelines and reduce dependence on expatriate staff.
- Manage the preparation, submission and execution of the HR Work Programme Budget in line with regulatory guidelines.
- Serve as the primary liaison with the relevant national regulatory authority, providing updates and ensuring compliance on workforce strategy, budget allocation and localisation targets.
QUALIFICATIONS & EXPERIENCE REQUIRED
- Bachelor's degree in Human Resources, Business Administration, or a related field; a Master's degree is highly desirable.
- Minimum 10 years of progressive HR experience, with a strong focus on organisational design, workforce planning, HRIS and process improvement.
- Proven experience managing work programme budgets and engaging with regulatory bodies.
- Demonstrated success in leading workforce-localisation or similar talent-nationalisation initiatives.
- Strong project management skills and experience managing HR initiatives.
- Effective communication skills and the ability to engage with stakeholders at all levels.
- Ability to work under pressure and to tight deadlines.
- Strategic leadership: ability to align organisational development strategies with business goals and drive impactful initiatives.
- HR technology proficiency: expertise in HRIS platforms and workforce analytics tools to support data-driven decision-making.
- Deep understanding of process-redesign frameworks such as Lean, Six Sigma, or TQM.
- Strong grasp of HR audit requirements, statutory regulations, and risk-management practices.
