On behalf of a confidential international oil & gas exploration & production company with operations across Malaysia, EP2C is recruiting for the position below, based at the client's Kuala Lumpur office.

Location: Kuala Lumpur, Malaysia
MISSION / ROLE OVERVIEW
The Head of Talent Acquisition will create, organise and implement staffing strategies and supporting initiatives that improve the organisation's overall talent level and bench strength, ensuring strong alignment between business leaders, corporate leadership and HR generalists on all recruitment matters.
KEY RESPONSIBILITIES
- Guide leadership on the design and implementation of company-wide talent strategies: building a compelling employer brand, enhancing recruiting and selection processes, developing competency models for selection and assessment, and creating tools to attract, select and retain world-class talent.
- Sourcing: build and implement fresh, creative sourcing and selection strategies that meet business needs and maintain a continuous pipeline of high-calibre talent, using both traditional and emerging channels.
- Recruiting Technology: leverage recruitment technology, applicant tracking systems and other HR systems to support efficient, global staffing processes, including sourcing, selection and onboarding; ensure effective reporting to analyse staffing needs and proactively drive change.
- Metrics, Reporting & Analysis: develop staffing metrics and standards; monitor and analyse recruiting, diversity and retention data; develop action plans to address identified staffing needs.
- Recruiting / Staffing: design and implement external recruiting and selection programmes and processes to attract, select and retain a qualified, diverse workforce; evaluate job postings, interviews and internal recruitment/placement processes.
- Professional Relationships: build and maintain relationships with relevant third parties (vendors, technical schools/colleges, search firms) to support staffing needs.
- Change Management: lead change management initiatives, building awareness, buy-in and ownership; oversee the development of processes, tools and training to help select candidates aligned with the organisation's values, leadership attributes and role requirements.
- Compliance: ensure legal compliance across all staffing initiatives and related programmes; develop methods to measure and monitor programme effectiveness.
- Communication: build effective relationships with business leaders to align recruitment activity with business needs; communicate staffing and recruiting programmes clearly across all levels of the organisation.
- Leadership: build and develop high-performing teams through effective mentoring, motivation and empowerment; provide regular performance feedback, coaching and development opportunities.
QUALIFICATIONS & EXPERIENCE REQUIRED
- Minimum 10 years of overall working experience, including at least 8 years in progressive recruitment leadership, building and leading high-performing teams.
- Proficient in English, with strong communication, interpersonal and organisational skills.
- Intermediate-level IT skills (MS Office, HRIS, recruitment/applicant tracking systems).
- Resourceful and analytical, with knowledge of local HR regulations and practices.
- Innovative, strategic thinker with strong project planning and project management skills.
- Broad knowledge of talent development and a thorough understanding of the HR function.
- Strong leadership capability, with effective communication and presentation skills.
