CLIMATE CHANGE ADAPTATION OFFICER

Climate change is no longer a challenge of the future. Communities are already experiencing its effects through more frequent disasters, extreme weather events and increasing risks to lives and livelihoods.

The Malaysian Red Crescent is seeking a dedicated and experienced professional to join the Disaster Management Department as a Climate Change Adaptation Officer.

This position plays an important role in helping communities identify risks, reduce vulnerabilities and strengthen their preparedness for climate-related disasters.

As the Climate Change Adaptation Officer, you will develop and manage programmes that integrate climate adaptation into MRC’s broader disaster management efforts.

You will work closely with government agencies, United Nations bodies, non-governmental organisations, research institutions, local communities and international partners to implement practical and sustainable climate resilience solutions.

KEY RESPONSIBILITIES

Climate Adaptation Programme Development

  • Develop and implement climate adaptation strategies aligned with MRC’s disaster management policies.
  • Integrate climate adaptation into disaster risk reduction, emergency response and recovery efforts.
  • Develop community-based climate adaptation programmes.

Climate Risk Assessment and Analysis

  • Conduct climate risk assessments to identify vulnerabilities in high-risk areas.
  • Analyse climate data to support adaptation planning and decision-making.
  • Develop mitigation measures to reduce climate-related risks.

Community-Based Disaster Risk Reduction Programmes

  • Design and implement local adaptation projects.
  • Engage communities in climate adaptation initiatives through participatory approaches.
  • Promote nature-based solutions to reduce climate-related risks.

Training and Capacity Building

  • Develop climate adaptation training programmes for MRC staff, volunteers and communities.
  • Organise workshops and knowledge-sharing sessions on climate resilience strategies.
  • Strengthen community capacity to implement adaptation measures effectively.

Monitoring, Evaluation and Reporting

  • Establish monitoring frameworks to evaluate programme effectiveness.
  • Collect and analyse programme data to support continuous improvement.
  • Prepare reports on climate adaptation initiatives for stakeholders and donors.

Advocacy and Policy Influence

  • Advocate for the integration of climate adaptation measures into national and local policies.
  • Represent MRC in climate-related meetings, discussions and forums.
  • Promote public awareness of climate adaptation strategies.

Strategic Partnerships and Collaboration

  • Collaborate with government agencies, NGOs, international organisations and other relevant stakeholders.
  • Build partnerships that support the integration of climate adaptation into broader disaster management frameworks.
  • Strengthen existing memoranda of understanding to improve coordination, resource mobilisation and programme implementation.

Emergency Response Support

  • Provide technical guidance on integrating climate adaptation into disaster response plans.
  • Support post-disaster recovery efforts with a focus on building climate resilience.
  • Work with emergency response teams to reduce climate-related impacts.

Internal Coordination and Information Sharing

  • Strengthen collaboration between departments in implementing climate adaptation initiatives.
  • Integrate climate adaptation strategies across MRC programmes and activities.
  • Facilitate knowledge sharing, coordination and the effective use of resources.

Resource Mobilisation

  • Identify funding opportunities for climate adaptation projects.
  • Assist in developing project proposals to secure funding.
  • Manage programme resources efficiently to maximise impact.

MINIMUM QUALIFICATIONS

Candidates must possess:

  • A diploma or bachelor’s degree in Environmental Science, Climate Change Science, Disaster Risk Management, Sustainable Development or a related field.
  • A diploma or bachelor’s degree in Climate Change Adaptation, Environmental Policy or Sustainable Development will be an advantage.
  • Professional certification in risk assessment, climate resilience, environmental management or community-based disaster risk reduction is beneficial.

RELEVANT TECHNICAL TRAINING

Preference will be given to candidates who have completed specialised training in:

  • Climate Risk and Vulnerability Assessment (CRVA).
  • Community-Based Adaptation (CBA) and resilience strategies.
  • Nature-Based Solutions (NBS).
  • Ecosystem-Based Adaptation (EbA).
  • Climate-resilient agriculture and sustainable livelihoods.
  • Climate change policy, governance and climate finance mechanisms.
  • Forecast-Based Financing (FbF).
  • Climate-smart early warning systems.
  • IPCC climate science and adaptation planning.

REQUIRED EXPERIENCE

  • At least two years of experience in climate change adaptation, resilience-building, environmental sustainability or an equivalent field.
  • Experience in designing and implementing climate adaptation projects at the local or national level.
  • Experience in conducting climate impact studies, risk assessments and vulnerability mapping.
  • Familiarity with climate finance mechanisms, adaptation planning and policy advocacy.
  • Experience collaborating with government agencies, United Nations bodies, NGOs and research institutions.

PREFERRED SKILLS

The ideal candidate will possess:

  • Good knowledge of international climate adaptation frameworks, including the Paris Agreement, Sendai Framework and IPCC reports.
  • The ability to develop and implement Climate Change Adaptation strategies in line with international best practices.
  • Proficiency in climate risk modelling, GIS mapping and adaptation planning tools.
  • Experience in climate resilience programming, disaster preparedness and sustainable development.
  • Strong skills in research, policy analysis and climate adaptation proposal development.
  • Experience in training, capacity building and knowledge sharing.
  • Excellent leadership, advocacy, communication and teamwork skills.
  • Willingness to work in climate-vulnerable areas and engage directly with at-risk communities.
