Job Summary:
We are seeking a responsible and detail-oriented HR Executive – Foreign Worker Management to manage the full administration and compliance process for foreign workers. The role will be responsible for FWCMS-related matters, work permits, passports, immigration documentation, worker onboarding, training, accommodation coordination, and employee records.
The successful candidate should have good knowledge of Malaysian foreign-worker employment procedures and be able to coordinate effectively with government agencies, recruitment agencies, management, and foreign workers.
Job Responsibilities:
1. Foreign Worker Management
- Manage the complete lifecycle of foreign workers, from recruitment and onboarding to permit renewal and repatriation.
- Maintain accurate records of all foreign workers, including passport, permit, visa, medical, insurance, and employment information.
- Monitor expiry dates and ensure timely renewal of required documents.
- Coordinate worker transfers, replacements, extensions, and repatriation when required.
- Handle workers' HR enquiries and resolve employment-related administrative matters.
2. FWCMS & Work Permit
- Manage and update foreign-worker information through FWCMS (Foreign Workers Centralized Management System) and other relevant systems.
- Coordinate applications, renewals, cancellations, and updates relating to foreign-worker permits.
- Liaise with relevant government departments, immigration authorities, agencies, and service providers.
- Ensure all required documents are complete and submitted within the required timelines.
- Monitor the status of applications and follow up on outstanding matters.
3. Passport & Immigration Documentation
- Maintain proper custody and tracking records for foreign-worker passports where company procedures require it.
- Monitor passport validity and arrange renewals where necessary.
- Ensure workers have valid work permits, visas, passports, and other required documentation.
- Maintain an updated expiry-date tracker and provide advance reminders to management.
- Ensure documents are properly filed and readily available for audits or inspections.
4. Medical, Insurance & Compliance
- Coordinate foreign-worker medical examinations and related documentation.
- Monitor required insurance coverage and renewal dates.
- Ensure foreign workers comply with applicable employment, immigration, and company requirements.
- Maintain proper documentation for government inspections and internal audits.
- Keep updated on changes to Malaysian foreign-worker regulations and procedures.
5. Worker Training & Orientation
- Organize foreign-worker induction and onboarding programmes.
- Conduct or coordinate training on:
- Company rules and policies
- Workplace safety and health
- Attendance and disciplinary procedures
- Accommodation rules
- Proper workplace conduct
- Emergency procedures
- Employee rights and responsibilities
- Maintain training attendance records and supporting documentation.
- Coordinate refresher training when required.
6. Accommodation & Welfare
- Coordinate foreign-worker accommodation arrangements with relevant departments.
- Monitor accommodation records, occupancy, and worker movements.
- Assist in handling worker welfare issues, complaints, and general enquiries.
- Coordinate transportation or other arrangements related to immigration, medical appointments, and official matters where required.
7. HR Administration & Reporting
- Maintain accurate and confidential foreign-worker personnel files.
- Prepare regular reports on:
- Total foreign-worker headcount
- Permit status
- Passport validity
- Medical status
- Insurance status
- Training records
- Upcoming renewals
- Repatriation/termination status
- Ensure HR records are updated promptly.
- Assist HR management with audits, inspections, and compliance reviews.
Requirements
- Diploma/Degree in Human Resource Management, Business Administration, or a related field.
- Minimum 2–3 years of HR experience, preferably with experience managing foreign workers.
- Practical experience with FWCMS, foreign-worker permits, immigration documentation, and related processes.
- Good understanding of Malaysian employment and immigration procedures.
- Good communication and coordination skills.
- Able to communicate with foreign workers from different nationalities and backgrounds.
- Good administrative and documentation skills.
Pay: RM3,500.00 - RM4,000.00 per month
