We are an established multi-site hospital support services organisation in Sarawak. We are seeking an experienced commercial leader to lead our commercial, contracting, procurement, purchasing, inventory and supply-chain functions.

Reporting directly to the Chief Executive Officer, the successful candidate will provide strategic commercial advice, strengthen governance, optimize expenditure, manage commercial and contractual risks, and ensure the continuous availability of critical goods and services across our operations.

KEY RESPONSIBILITIES:

• Provide strategic commercial advice and insights to Management on major procurement, contracting, cost, supplier and commercial matters, including budget planning, risk exposure and opportunities to enhance business and financial performance.
• Lead the Commercial function covering procurement, strategic sourcing, purchasing, contract management, inventory and logistics, ensuring commercial strategies support the Company’s business objectives, operational requirements, profitability and sustainable value creation.
• Drive measurable cost savings, cost avoidance and value improvements through strategic sourcing, spend analysis, supplier consolidation, market benchmarking, effective negotiation and lifecycle-cost evaluation.
• Lead competitive and transparent tendering and sourcing activities, ensuring robust evaluation, appropriate approvals, timely execution and complete audit documentation.
• Negotiate and secure commercial contracts that clearly define obligations, pricing, service levels, liabilities, remedies and performance expectations while effectively managing the Company’s contractual and commercial exposure.
• Proactively manage contract performance, renewals, variations, claims and commercial obligations to minimize revenue leakage, unnecessary expenditure, service deductions and unmanaged liabilities.
• Ensure the timely availability of critical goods and services across all operating locations through effective procurement planning, inventory control, logistics coordination and business-continuity arrangements.
• Collaborate closely with clinical, operational, hospital engineering and Management teams to ensure supply chain continuity and timely delivery are aligned directly with patient care and hospital support requirements.
• Develop and manage a reliable, competitive and compliant supplier network that consistently delivers agreed standards for cost, quality, delivery, responsiveness, safety and service performance.
• Strengthen commercial governance and ensure compliance with approved budgets, the Company’s Discretionary Authority Limit, procurement policies, anti-bribery requirements, contractual obligations and applicable legal and regulatory requirements.
• Ensure all commercial systems, processes and records comply with applicable ISO standards, internal management systems, documented procedures and audit requirements, while driving continual process improvement and timely closure of audit findings.
• Drive effective utilisation of ERP systems, commercial data and performance dashboards to strengthen visibility, decision-making and efficiency across procure-to-pay, contract and inventory processes.
• Lead and develop a competent, ethical and performance-driven Commercial team with clear accountabilities, appropriate succession coverage and the capability to support the Company’s current and future operational requirements.

REQUIREMENTS:

• Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Commerce, Quantity Surveying, Contract Management, Finance, Engineering or a related discipline.
• Minimum eight years of relevant experience in commercial management, procurement, contract management or supply chain, including at least three years in a managerial or team-leadership role.
• Demonstrated experience managing significant tenders, contracts, negotiations, supplier performance and procurement expenditure.
• Experience in hospital support services, facilities management, engineering, infrastructure, concession, construction or other regulated service industry will be highly advantageous.
• Familiarity with healthcare regulatory standards, medical and pharmaceutical compliance, government concession requirements and other relevant industry standards and regulatory requirements.
• Practical experience using ERP, e-procurement, contract-management or inventory systems.
• A recognised professional qualification in procurement, supply chain, contract management or quantity surveying will be an added advantage.
• Willing to be based in Kuching and travel to operating locations when required.

• Strong commercial acumen with demonstrated capability in contract drafting and administration, commercial negotiation, cost-benefit analysis, commercial risk assessment and total-cost-of-ownership evaluation.
• Strong negotiation, communication and stakeholder-management skills, with the ability to engage effectively with internal and external stakeholders at all levels.
• Strong supplier and vendor relationship-management capabilities, including performance management and resolution of commercial issues.
• Strong analytical and problem-solving skills with sound commercial judgement and the ability to provide independent advice to senior management.
• Strong capability in supply chain resilience, business continuity planning and risk mitigation under crisis scenarios, with the ability to manage unexpected disruptions in medical supplies, critical goods and logistics.
• Strong leadership and team-management skills, with the ability to build and manage a high-performing team.
• High standards of integrity and professionalism, with the ability to manage confidential, sensitive and high-value commercial matters with appropriate discretion

Pay: RM5,000.00 - RM8,500.00 per month
