The Assistant Manager, Talent & Learning Development is responsible for the end-to-end coordination, governance, implementation and continuous improvement of the group’s learning and talent development initiatives, ensuring alignment with business priorities, workforce capability needs and employee development objectives.
The position supports the broader Learning & Development agenda through programme coordination, governance, budget and learning administration, stakeholder engagement, and evaluation of learning outcomes.
The position also oversees key talent and learning programmes, including Technical Capability Advancement (TCA), Revive Accelerated Program (RAP) and Etika Travel Visa Graduate Program (EtViG), ensuring effective coordination, execution, participant experience, reporting and continuous improvement.
ROLES & RESPONSIBILITIES
1. Learning & Development
- Coordinate and implement learning and development initiatives aligned with business priorities and identified workforce capability needs.
- Support the development and execution of the annual learning plan and calendar across relevant functions and employee groups.
- Partner with business stakeholders to identify learning needs and recommend appropriate development solutions.
- Coordinate internal and external learning programmes, facilitators, vendors and learning partners to ensure effective programme delivery.
- Support the evaluation of learning effectiveness, participant experience and post-programme outcomes to drive continuous improvement.
- Promote learning opportunities and initiatives that encourage continuous development and a learning culture across the organisation.
2. Talent Development Programmes
- Own the end-to-end administration, coordination and execution of key talent development programmes, including Technical Capability Advancement (TCA), Etika Travel Visa Graduate Program (EtViG), Revive Accelerated Program (RAP) and the Mentor & Coaching Programme.
- Manage programme planning, timelines, participant onboarding, communications, learning activities, logistics and key deliverables to ensure smooth and effective programme execution.
- Partner with HR, business leaders, Talent Acquisition and relevant stakeholders to identify and select suitable participants based on programme requirements and business needs.
- Manage the participant journey across programmes, providing timely communication, support and engagement throughout the development cycle.
- Monitor participant progress, development milestones, programme completion and outcomes, and follow up on areas requiring attention.
- Coordinate with business leaders, mentors, coaches, trainers, institutions and external partners to ensure participants receive relevant learning, exposure and development opportunities.
- For the Mentor & Coaching Programme, coordinate mentor and mentee matching, programme onboarding, engagement activities, session tracking and feedback, while supporting mentors and mentees throughout the programme.
- Track programme budgets, expenditure and resource utilisation, ensuring activities are delivered within approved parameters.
- Maintain accurate programme records, dashboards and documentation, and prepare regular reports on participation, progress, outcomes and key insights.
- Gather participant and stakeholder feedback and use programme data to identify opportunities to enhance programme effectiveness and participant experience.
- Support the continuous improvement of TCA, EtViG, RAP and the Mentor & Coaching Programme to strengthen talent pipelines, capability development and employee growth.
3. Learning Governance & Administration
- Maintain appropriate governance and processes to ensure learning initiatives are delivered consistently and effectively.
- Manage learning records, attendance, participation and completion data, ensuring accuracy and timely updates.
- Track learning and programme budgets, expenditure and utilisation in line with approved plans and policies.
- Coordinate documentation, reporting and required approvals for learning and talent initiatives.
- Support the management and maintenance of learning systems, platforms and relevant databases.
4. Stakeholder & Vendor Management
- Build effective working relationships with employees, programme participants, business leaders and other internal stakeholders.
- Coordinate with external learning partners, trainers and programme vendors to ensure quality and timely delivery.
- Manage programme requirements, timelines and deliverables with relevant stakeholders and service providers.
- Serve as a key point of coordination for learning and talent development initiatives.
5. Reporting & Continuous Improvement
- Prepare regular reports and updates on learning activities, programme progress, participation, budget utilisation and key outcomes.
- Analyse learning and programme data to identify trends, gaps and opportunities for improvement.
- Provide insights and recommendations to enhance learning effectiveness and talent development outcomes.
- Support continuous improvement initiatives across learning processes, programmes and participant experience.
- Undertake other learning, talent development and HR projects as required.
6. Others
- Perform any other duties or additional tasks as assigned, consistent with the role and the needs of the business.
REQUIREMENTS
- Bachelor’s degree in Human Resources, Business Administration, Education, Psychology, or a related discipline.
- Minimum 5 years of relevant experience in Learning & Development, Talent Development, Talent Management or a related HR function.
- Good programme and project management skills, with the ability to manage multiple programmes and priorities concurrently.
- Effective stakeholder management, coordination and communication skills, with the ability to engage employees, business leaders and external partners.
- Well-organised, detail-oriented and able to follow through on commitments.
- Good analytical and reporting skills, with the ability to track programme progress, budgets and outcomes.
- Able to work independently, take ownership and drive initiatives through to completion.
- Familiarity with HRD Corp grant application and claims processes and tracking.
- Proficient in Microsoft Office, particularly Excel and PowerPoint.
- Ability to facilitate training and learning sessions would be an added advantage.
- Possess own transport and be willing to travel as required.
