PTW Supervisor
We are currently based at Metropolis, Buona Vista, Singapore.
Key Accountabilities
PTW Planning and Preparationa) Support preparation of the PTW, LOTO and LUN Procedures. b) Support set up of the Electronic PTW Software and entry of the required master data for execution. c) Support review of the Yard PTW procedure and identify field practices to be incorporated in the MODEC PTW Procedure. d) Identify PTW related materials and consumables — padlocks, tags, signage, barricade tape — maintain stock and raise requisitions accordingly.
PTW Executiona) Support roll out of the Electronic PTW System to the Project and Sites and assist in delivering training. b) Screen PTW applications received from SRP / PA for completeness and consistency before submission to the PTW Coordinator. c) Verify at site that all isolations and precautions are implemented prior to issuance of PTW. d) Ensure all LOTO padlocks and keys are maintained and managed in cabinets / lock out boxes, and control their issue and return. e) Carry out routine field checks that work in progress matches the scope, location, controls and manning stated on the permit. f) Verify gas testing, fire watch, standby personnel, ventilation, rescue arrangements and emergency egress for hot work and confined space permits. g) Support closure of permits with proper logs and records upon completion of the work activities. h) Ensure permits are systematically displayed in the main control / coordination room so that personnel who need to refer to them are able to do so. i) Support cross-referencing of permits for tasks that may interact and confirm control measures are implemented prior to permit issuance. j) Identify potential Simultaneous Operations (SIMOPS) clashes observed in the field and notify the PTW Coordinator, Site Area Authorities and Performing Authorities to resolve conflicting activities. k) Maintain the live LOTO register (E / M / I disciplines), LUN and PTW registers. l) Participate in risk assessments and job safety analysis (JSA) on day-to-day activities. m) Attend the Vessel Safety Coordination meeting with or on behalf of the PTW Coordinator, to highlight ongoing Commissioning permits and probable SIMOPS with construction activities. n) Support the weekly and monthly audit of ongoing commissioning and construction work at site to ensure all permit protocols are followed.
PTW Coordinationa) Support training of all relevant personnel on the PTW, LUN and LOTO processes and maintain the record. b) Provide guidance to the workforce during safety incident or emergency to ensure corrective and post-emergency actions are executed in accordance with established LOTO, LUN and PTW guidelines and procedures. c) Issue the daily PTW, LUN and LOTO register to site personnel. d) Capture lessons learnt and improvement opportunities from field observation and provide them to the PTW Coordinator. e) Deputise for the PTW Coordinator during off-shift working, leave and rotation, where formally nominated on the Project Organisation chart and assessed as competent.
Relationship Responsibilitiesa) Reporting shall be as per the Corporate / Project Organisation chart. b) Develop relationships with client technical and service personnel. c) Maintain good working relationships with SRP, PA, Isolation Authorities and yard permit and safety personnel, keeping the interface constructive when a permit cannot proceed. d) Maintain good relationships with team members and motivate as required. e) Willingness to work and train others in a team environment, assisting other multi-cultural and interdepartmental team members.

Financial and Operational Dimensions/Impact and Decision-makingHas no specific budget responsibility. Handles permit system materials and consumables held in the custody of the PTW Coordinator, and raises requisitions to maintain stock. Authorised to return or reject incomplete permit applications, to carry out field verification of permits in force and require sight of supporting documents, and to recommend suspension of a permit. Not authorised to approve, issue or validate permits, isolations or de-isolations, or to close permits, unless formally nominated to deputise for the PTW Coordinator and assessed as competent. Holds Stop Work Authority where an activity is deemed unsafe, and actively supports the same authority for every person on site.
Work RelationshipsReports to the PTW Coordinator. Escalates any incident or near miss to the PTW Coordinator and the HSE Manager. Direct reports – none. Provides functional guidance to SRP, PA, permit applicants and permit holders. Point of contacts: PTW Coordinator / Commissioning Manager / SRP / PA / Isolation Authorities / Construction Supervisors / Site HSE / Shipyard permit and safety personnel / Discipline Leads / Client representatives. Deals frequently with personnel, including sub-contractors, working in the sites and yards; is a go-to person for permit questions at the worksite.
Job Challenges and Problem SolvingMain job challenge relates to the physical working environment and conditions. Required to climb to height, enter confined spaces and work under harsh climatic conditions in the yards or offshore. Resolves routine permit and isolation questions independently, and recognises the point at which a question belongs with the PTW Coordinator. Needs influencing skills to correct unsafe work habits at the worksite and to hold the permit standard consistently under schedule pressure.

Working ConditionsOn average, about 100% of the working time may be spent on site or in the yards, with the majority of each day at the worksite rather than at the permit desk. Requires access to all areas of the Unit including scaffolds, tanks, voids and machinery spaces, and exposure to noise, heavy equipment, temperature extremes, chemicals and work at height. Mobility for deployment to international locations.
