Key Responsibilities:

• Provide full-time site supervision and inspection of Mechanical & Electrical (M&E) works for clean room, healthcare, commercial, and building projects, ensuring compliance with approved drawings, project specifications, authority requirements, and contractual standards.
• Supervise and monitor daily site activities involving ACMV/HVAC systems, clean room systems, electrical installations, fire protection systems, plumbing and sanitary services, ELV systems, medical gas systems, and other associated M&E services.
• Ensure all M&E installation works are carried out in accordance with approved drawings, method statements, technical specifications, Consultants’ instructions, and applicable statutory requirements.
• Coordinate closely with Consultants, Contractors, Architects, QPs, and other project stakeholders to resolve technical issues, design discrepancies, interface matters, and site coordination challenges.
• Supervise and inspect clean room systems, including air filtration, pressure differential, temperature and humidity control, ventilation, and contamination control requirements.
• Monitor and witness the installation, testing, commissioning, and integrated systems testing of M&E services, ensuring systems perform in accordance with the approved design and project requirements.
• Conduct regular inspections to verify workmanship, materials, installation quality, and compliance with approved specifications and standards.
• Implement and maintain QA/QC procedures for M&E works, including material inspections, inspection requests, testing records, checklists, and quality documentation.
• Review and verify shop drawings, technical submissions, method statements, material submissions, testing procedures, and as-built drawings for compliance and accuracy.
• Maintain accurate and up-to-date site inspection records, daily reports, RFIs, testing and commissioning records, authority submissions, quality documentation, and progress reports.
• Monitor site progress, safety, housekeeping, and workmanship, and promptly report non-conformities, defects, delays, and technical issues to the Project Team and Consultants.
• Attend and participate in site meetings, technical coordination meetings, authority inspections, testing, commissioning, and other project-related activities.
• Coordinate M&E works with C&S, Architectural, and other specialist trades to ensure proper interface coordination and timely execution.
• Provide regular technical updates and reports to the Qualified Person (QP), Project Manager, Resident Engineer, and Consultants on site progress, quality, testing, and coordination matters.
• Perform other M&E site supervision and technical duties as assigned by the Resident Engineer, QP, Project Manager, or Consultant.

Requirements:

• Minimum Bachelor’s Degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or an equivalent recognized qualification.
• Minimum 2 years of relevant experience in M&E site supervision, preferably involving Government, A&A, commercial, industrial, or major building projects.
• Possess Resident Technical Officer (RTO) certification recognized by IES and/or ACES.
• Strong technical knowledge of ACMV/HVAC, electrical systems, fire protection, plumbing & sanitary, ELV, medical gas, and building services coordination.
• Familiar with Singapore statutory requirements, authority regulations, project requirements, relevant codes of practice, and local building standards applicable to M&E installations.
• Ability to interpret and review M&E drawings, specifications, method statements, technical submissions, and as-built documentation.
• Strong coordination, communication, reporting, and interpersonal skills, with the ability to work effectively with Consultants, Contractors, QPs, Architects, and multidisciplinary project teams.
• Willing to work shift schedules, weekends, or public holidays where required by project needs.
• Able to work independently, demonstrate good site judgement, and effectively follow up on quality, technical, safety, and coordination matters.
