We are representing our client, a federal statutory body in Malaysia, in their search for a Senior Director – Strategic Planning Division to join the organization.

Job Responsibilities:

• Strategic Master Planning: Formulate, establish, and direct a systematic organizational strategic plan aligned with national utility vision, mission, and long-term regulatory objectives.
• Organizational Performance Review: Lead comprehensive organizational surveys and evaluations to identify operational gaps, strengths, and overall effectiveness.
• Enterprise KPI & SOP Governance: Oversee the end-to-end organizational KPI ecosystem, including standard operating procedures (SOPs), performance measurement frameworks, and internal enablement/training.
• Executive Dashboards & Scorecards: Ensure timely, accurate reporting for the organization's high-level KPI Dashboard and Strategic Goals Initiative Scorecard.
• Stakeholder Management: Maintain continuous strategic communication channels across internal leadership, operational teams, and key external stakeholders regarding organizational initiatives.
• Data & Policy Transparency: Ensure clear, effective dissemination of strategic performance data, compliance reports, and industry metrics to all key stakeholders.
• Industry & Policy Research: Drive academic, policy, and operational research initiatives specific to the water supply and wastewater management sectors.

Job Requirements

• Bachelor’s Degree in Management, Business Administration, Finance, Marketing, or related field.
• Preferred: MBA or Master’s Degree recognized by the Government of Malaysia.
• Minimum 10 years of progressive experience in corporate strategic planning, business leadership, financial decision-making, and organizational management.
• Strong familiarity with the water utilities, wastewater, or broader environmental/infrastructure services sector.
• Candidates with strategic leadership background from Government-Linked Companies (GLCs), State-Owned Water Operators, Utility Corporations, or Public Sector Agencies are strongly encouraged to apply.
• Executive communication, analytical research capability, change management, and corporate strategic vision.

Job details:

• Working days / hours: Mon-Fri with flexible working hours
• contract role (Subject to conversion to permanent based on performance)
• Working location: Cyberjaya
