About the role
We are seeking a highly motivated Assistant Cost Manager to support the commercial and cost management functions of large-scale industrial manufacturing and advanced technology projects.

Working closely with senior cost managers, project directors, engineers, consultants, and contractors, you will be involved in the full project lifecycle from feasibility and procurement through construction and project close-out. This role offers excellent exposure to complex manufacturing facilities, industrial infrastructure, utility systems, logistics facilities, and engineering-intensive developments.

This position is suitable for candidates from both CSA and MEP backgrounds with strong commercial awareness and a passion for cost management in industrial environments.

Key Responsibilities

Cost Planning & Estimation

• Assist in the preparation of concept estimates, cost plans, and project budgets.
• Support the development of feasibility studies and financial viability assessments.
• Prepare quantity take-offs and measurement exercises from drawings and BIM models.
• Contribute to value engineering exercises and cost optimisation initiatives.
• Maintain project cost databases and benchmark information.

Procurement & Tender Management

• Support the preparation of tender documentation and procurement packages.
• Assist in tender evaluations, commercial assessments, and recommendation reports.
• Coordinate supplier and subcontractor enquiries, quotations, and commercial comparisons.
• Support contract award processes and procurement governance activities.
• Monitor market pricing trends and supply chain risks.

Contract Administration & Cost Control

• Assist with interim valuations, payment assessments, and cost reporting.
• Monitor project budgets, commitments, and expenditure against approved forecasts.
• Track variation orders, change requests, and cost impacts.
• Support final account preparation and commercial close-out activities.
• Maintain accurate commercial records and documentation.

Commercial Reporting

• Prepare monthly cost reports, cash flow forecasts, and budget updates.
• Support cost-to-complete forecasting and budget reconciliation exercises.
• Assist senior managers with commercial presentations and management reports.
• Highlight cost risks and opportunities affecting project performance.

Stakeholder Coordination

• Liaise with consultants, contractors, suppliers, and internal project teams.
• Participate in project meetings and support commercial decision-making.
• Ensure commercial information is communicated clearly and accurately to stakeholders.

• Bachelor's Degree in Quantity Surveying, Construction Management, Engineering, or a related discipline.
• 2–6 years of experience in cost management, quantity surveying, procurement, or commercial management.
• Experience in industrial, manufacturing, logistics, warehouse, or semiconductor is preferred.
• Experience in tendering, procurement, and contractor/subcontractor evaluations.
• Familiarity with cost planning, budgeting, cost reporting, and variation management.
• Proficient in CostX, Glodon/Cubicost, Microsoft Excel, or equivalent cost management software.
• Ability to work in fast-paced project environments and manage multiple priorities.
• Experience in Design & Build, EPC, or EPCM projects would be an advantage.
