PRINCIPAL ASSISTANT DIRECTOR INVESTIGATION & ENFORCEMENT DIVISION
Candidates applying for the position must possess the following qualifications:
- A bachelor’s degree in economics, Law, or other related fields recognized by the Government from a local higher education institution, or a recognized equivalent qualification; OR
- A recognized bachelor’s degree with Honours from a local higher education institution, or a recognized equivalent qualification.
Additional Requirements:
- Candidates must possess a minimum of ten (10) years of working experience in the field of investigation and enforcement, or other related fields. Preference will be given to candidates with knowledge of competition policy and laws, whether domestically in Malaysia or internationally;
- Candidates must possess knowledge of Government policies, including experience interfacing with Government departments and agencies;
- Candidates must demonstrate excellent writing and communication capabilities in both Bahasa Malaysia and English. Proficiency in a third language is considered an added advantage;
- Candidates must possess strong analytical and problem-solving skills; and
- Candidates must be proficient in leading teams and capable of cultivating strong relationships with stakeholders at various levels.
In addition to the required relevant experience and mass communication knowledge, candidates should portray the following:

- Strong interpersonal skills such as negotiating, problem-solving, and knowledge-sharing; and

Core Responsibilities:
(i) Digital Forensics Section
- Coordinate the activities of the Digital Forensics Unit;
- Supervise the extraction of digital evidence throughout the investigation process (as required). Supervise the analysis of digital evidence;
- Supervise the preparation of digital evidence reports.
- Supervise the management of the Intellix system;
- Plan statement recording activities (concerning infringements or offences);
- Plan the serving of notices for investigation purposes;
- Plan activities regarding the serving of Decision notices to Companies; and
- Plan the facilitation of oral representation sessions.
(ii) Market Enforcement Section
- Coordinate the activities of the Drafting Unit;
- Coordinate the preparation of Final Decisions; and
- Coordinate any requirements related to case appeals at the appellate or judicial review stages.
(iii) Bid Rigging Section
- Coordinate the activities of the Bid Rigging Drafting Unit;
- Coordinate the preparation of Final Decisions for Bid Rigging Cases;
- Review draft Final Decisions for Bid Rigging Cases;
- Coordinate any requirements related to case appeals at the appellate or judicial review stages; and
- Review Proposed Decisions, Undertakings, and Interim Measures.
(iv) Administration and Evidence Management Section
- Coordinate the activities of the Evidence Management Unit;
- Manage and ensure all received evidence records are systematically stored and maintained;
- Ensure evidence is continuously updated through proper inventory management methods;
- Manage periodic audits of incoming and outgoing documents and evidence records; and
- Supervise the digitization of evidence for upload into the server/Intellix system.
(v) Intelligence Section
- Coordinate the activities of the Intelligence Unit;
- Supervise field intelligence activities based on issued directives;
- Establish networks among government agencies for the purpose of intelligence data sourcing;
- Manage the intelligence database;
- Supervise the one-stop centre for procuring data and information from external organizations (e.g., SSM, ROS, etc.);
- Plan the preparation of commentary for Government requests concerning any competition issues; and
- Perform any additional tasks as assigned by HOD/CEO as needed.
