About the Role
We are seeking an experienced medical leader to join an established primary care centre in Kuala Lumpur as our Principal Doctor & Clinical Director. This is a hands-on executive leadership position that bridges active clinical practice, comprehensive clinic management, and medical oversight of an affiliated 115-bed long-term care facility.
The successful candidate will remain clinically active while taking full operational ownership of the clinic's performance, working directly with executive management to conceptualize, develop, and roll out existing and future healthcare services. The role is fully supported by dedicated HR, Finance, Marketing, Maintenance, Housekeeping, and administrative departments.
Key Responsibilities
1. Clinical Leadership & Practice
- Maintain an active primary care caseload, delivering high-quality medical consultations for walk-in, panel, and corporate patients.
- Supervise, mentor, and guide resident doctors, nurses, and allied clinical personnel.
- Enforce rigorous clinical documentation standards, patient safety protocols, and clinical governance frameworks.
- Develop, review, and continuously improve clinical Standard Operating Procedures (SOPs).
- Ensure strict adherence to Ministry of Health (MOH), CKAPS, and statutory licensing requirements.
2. Clinic Operations & Administration
- Lead the day-to-day operational and clinical performance of the primary care facility.
- Oversee patient flow, customer service excellence, and overall patient experience.
- Partner directly with the Clinic Supervisor to manage daily workflows, stock control, purchasing, and resource utilization.
- Oversee efficient TPA and panel administration, claims processing, and administrative compliance.
- Coordinate facility requirements, housekeeping, maintenance, and equipment standards with respective support departments.
3. Staff & Performance Management
- Collaborate with the Human Resources department on recruitment, onboarding, and talent development initiatives.
- Conduct structured performance reviews, identify training and competency gaps, and establish professional accountability standards.
4. Service Development & Growth
- Identify market opportunities for new or improved healthcare services based on patient demographics and community needs.
- Collaborate with Management, Marketing, and Finance to evaluate feasibility, pricing models, and rollout strategies.
- Spearhead the clinical implementation of approved services, health screenings, corporate health programs, and preventive medicine outreach.
- Monitor service utilization, patient adoption rates, and financial key performance indicators (KPIs) while strengthening corporate and panel relationships.
5. Long-Term Care Medical Oversight
- Conduct scheduled weekly medical rounds at an affiliated 115-bed long-term care facility.
- Review residents requiring physician assessment, ongoing chronic disease management, medication reviews, and care plan updates.
- Partner closely with the Nurse Manager to guide clinical escalations, manage complex or deteriorating residents, and coordinate appropriate hospital referrals.
- Contribute to quality-improvement initiatives covering infection control, fall prevention, wound care, and multi-disciplinary team collaboration. (Note: Day-to-day nursing and facility operations remain under dedicated facility management).
6. Quality, Compliance & Reporting
- Maintain continuous inspection-readiness for MOH and CKAPS audits.
- Provide comprehensive monthly reporting to executive management regarding clinical performance, patient metrics, and operational milestones.
Candidate Requirements & Qualifications
- Medical Qualifications: Possess an MBBS, MD, or an equivalent recognized primary medical qualification.
- Licensing: Full registration with the Malaysian Medical Council (MMC) and a valid Annual Practicing Certificate (APC).
- Experience: Strong clinical background in primary care, complemented by previous experience in clinical leadership, healthcare operations, or clinic management. Familiarity with geriatrics, chronic disease management, or long-term care settings is a distinct advantage.
- Regulatory Knowledge: Deep familiarity with CKAPS/MOH regulatory frameworks and Third-Party Administrator (TPA)/panel management.
- Language Proficiency:
- English: Professional working proficiency (ability to conduct clinical consultations, draft formal medical/administrative reports, and communicate fluidly with management and multidisciplinary teams).
- Additional local languages are advantageous for patient interaction.
- Legal Authorization: Must hold valid legal authorization and appropriate working rights/permits to work in Malaysia.
