Job Purpose

WEPS is looking for an experienced and commercially driven Senior Manager - Business & Operations to work closely with the CEO and take increasing responsibility for the day-to-day management, business development and operational execution of the company.

This is a senior leadership position for someone who is comfortable taking ownership, making sound decisions, managing people, developing business opportunities, supporting digital learning products, and ensuring that projects and programmes are executed successfully.

The successful candidate will serve as a key operational counterpart to the CEO and will be expected to independently manage day-to-day business matters within agreed authority, exercise sound judgement, and escalate only matters that are strategic, material, high-risk or outside agreed parameters.

The role offers the opportunity to grow into a broader General Management position based on performance and demonstrated ability to lead the business.

1. Business Development & Revenue Growth

· Identify and develop new corporate, government, institutional and partnership opportunities.

· Build and maintain a strong pipeline of potential clients, projects and strategic opportunities.

· Engage decision-makers to understand their workforce development, training, digital learning and technology-skilling requirements.

· Lead the preparation of proposals, presentations, quotations and commercial solutions.

· Follow through on opportunities from initial engagement through negotiation and closure.

· Develop new accounts while expanding business from existing clients and partners.

· Identify opportunities for repeat business, cross-selling, programme expansion and long-term partnerships.

· Work with the CEO on selected strategic opportunities and major accounts.

· Take ownership of agreed business-development targets and commercial outcomes.

2. Day-to-Day Business & Operational Management

· Oversee the day-to-day operations of WEPS and ensure that key business activities are executed effectively.

· Coordinate across business development, programme delivery, digital learning, operations, administration and other relevant functions.

· Ensure responsibilities are clearly assigned and that team members are accountable for agreed deliverables.

· Monitor key deadlines, client commitments, submissions, programme requirements and operational priorities.

· Resolve operational issues and escalations independently within agreed authority, without unnecessary dependence on the CEO.

· Identify gaps, inefficiencies and recurring problems and implement practical improvements.

· Ensure internal processes, SOPs, policies and ISO-related requirements are followed appropriately.

· Establish greater structure, accountability and visibility across the company's operations.

3. Team Leadership & Management

· Provide direction, supervision and support to employees involved in business development, programme delivery, digital learning and operations.

· Set clear priorities and follow up on execution.

· Hold team members accountable for timelines, quality and responsibilities.

· Conduct regular operational and project reviews.

· Identify staffing, capability or resource gaps and recommend appropriate solutions.

· Support recruitment, onboarding and development of team members where required.

· Work closely with HR and Administration on employee-related and operational matters.

· Build a culture of ownership, accountability and problem-solving.

4. Training Programme & Project Oversight

· Oversee corporate, government-funded and partner-related training programmes from confirmation through completion.

· Ensure the responsible team members complete programme arrangements, registrations, documentation, reporting and submissions accurately and on time.

· Monitor programme progress, participant matters, trainer requirements and client expectations.

· Ensure programmes are delivered in accordance with agreed scope, timelines and stakeholder requirements.

· Manage significant programme changes, escalations and delivery issues.

· Ensure project records and supporting documentation are properly maintained.

· Review programme outcomes and identify opportunities for improvement or further business.

5. Digital Learning Products

· Work with the company's digital learning products and platforms as part of WEPS' broader training and workforce-development offerings.

· Understand the commercial value proposition, target users, delivery model and customer requirements of relevant digital learning products.

· Support the positioning, adoption and commercialisation of digital learning solutions with corporate, government, education and other institutional clients.

· Coordinate with internal teams, partners and customers to support successful implementation, onboarding, usage and ongoing delivery where applicable.

· Identify opportunities to integrate digital learning products with instructor-led training, employability programmes and other WEPS solutions.

· Provide market and customer feedback to support product improvement, packaging and future business opportunities.

6. Commercial & Financial Oversight

· Understand the commercial structure and profitability of programmes and business opportunities.

· Review programme pricing, costs, trainer costs, margins and other commercial considerations.

· Work with the CEO and relevant team members on quotations and commercial decisions.

· Monitor collections and outstanding client or programme payments in coordination with the responsible team.

· Ensure business opportunities are commercially viable before significant resources are committed.

· Consider delivery requirements, working-capital implications, payment timelines and commercial risk when evaluating projects.

7. Corporate, Government & Stakeholder Management

· Build and maintain strong relationships with corporate clients, government agencies, funding bodies, universities, technology partners and other stakeholders.

· Represent WEPS professionally in meetings, discussions and relevant industry engagements.

· Act as a senior point of contact for key clients and partners.

· Maintain relationships with organisations including HRD Corp, MDEC, PERKESO, MOF and other relevant agencies or funding bodies where applicable.

· Ensure agency requirements, programme guidelines and important submissions are properly managed by the relevant team members.

· Stay informed about relevant government initiatives, funding programmes and workforce-development opportunities.

8. Tenders, Proposals & Strategic Partnerships

· Identify relevant tenders, RFQs, RFPs, government programmes and partnership opportunities.

· Lead or oversee the preparation and submission of significant proposals and tender documents.

· Ensure submissions are commercially sound, accurate and completed within required deadlines.

· Develop relationships with technology companies, training partners, educational institutions, industry bodies and other potential strategic partners.

· Assess new partnership opportunities and recommend those that could create meaningful value for WEPS.

· Work with the CEO to convert strategic relationships into commercially viable programmes and solutions.

9. New Initiatives & CEO Execution Support

· Work directly with the CEO to turn new business ideas and opportunities into executable plans.

· Assess the commercial and operational requirements of new initiatives.

· Translate high-level direction into clear actions, responsibilities, timelines and deliverables.

· Coordinate relevant internal and external stakeholders to move projects forward.

· Provide independent recommendations and identify potential risks or obstacles.

· Take ownership of initiatives once direction has been agreed and drive execution with appropriate autonomy.

10. Management Reporting

· Provide the CEO with regular visibility on the business-development pipeline and major opportunities.

· Report on revenue and commercial progress, collections and outstanding payments.

· Provide clear status updates on active programmes, digital learning initiatives and strategic projects.

· Highlight important deadlines, operational issues, risks, team performance and resource matters.

· Escalate decisions requiring CEO involvement with clear context and recommendations.

· The objective of the role is to ensure that day-to-day business execution is handled with strong ownership and sound judgement, allowing senior management to focus on strategy, partnerships and business growth.

Requirements

· Bachelor's Degree in Business Administration, Management, Marketing, Human Resources, Training & Development, Education or another relevant field.

· Preferably 5 years or more of relevant working experience, with demonstrated ability and track record considered more important than years of service alone.

· Experience in business development, corporate sales, account management, operations, project management or a related B2B environment.

· Demonstrated experience managing people, projects and multiple priorities.

· Experience dealing with senior corporate clients, government agencies, funding organisations or external stakeholders.

· Strong commercial awareness and ability to understand revenue, costs, margins and project viability.

· Strong communication, presentation, negotiation and stakeholder-management skills.

· Strong proposal and business-writing skills.

· Excellent planning, organisation and follow-through.

· Able to work independently, exercise sound judgement and make decisions within agreed authority.

· Comfortable operating in a fast-moving entrepreneurial SME environment.

· Able to take responsibility and move work forward without requiring detailed day-to-day instruction.

· Able to manage multiple projects, clients and deadlines simultaneously.

· Comfortable learning, positioning and working with digital learning products and technology-enabled training solutions.

· Experience in corporate training, workforce development, technology training, digital learning, HRD Corp, MDEC, PERKESO, government-funded programmes, grants or tenders will be an advantage, but candidates from other relevant B2B service industries are also encouraged to apply.

· This role is particularly suited to a strong Manager or Senior Manager who is ready to take on significantly broader responsibility and ultimately develop into a General Management position.

· The successful candidate should be comfortable working closely with the CEO while also being capable of operating independently, exercising good judgement, and making day-to-day decisions without constant supervision.

Career Progression

This position is intended to develop into a broader leadership role within WEPS. A successful Senior Manager who demonstrates the ability to independently lead the company's business and operations may progress into an Assistant General Manager / General Manager position with expanded authority and responsibilities.

Pay: RM7,000.00 - RM10,000.00 per month
