We are currently looking for an astute, senior-level commercial expert to oversee contractual and cost governance for our diverse real estate portfolio, including retail spaces, automotive showrooms, factory infrastructures, etc.

Key Responsibilities

1. Cost Planning & Budget Control

• Prepare and manage project cost estimates, feasibility studies, and budgets
• Monitor project costs against approved budgets and recommend corrective actions
• Conduct value engineering exercises to optimize project costs without compromising quality
• Track cost variations and maintain cost reports throughout project lifecycle

2. Procurement & Tender Management

• Lead end-to-end tender processes including:
• Preparation of tender documents (BQ, specifications, contract conditions)
• Calling, evaluation, and recommendation of tenders
• Negotiate with contractors, suppliers, and consultants to achieve best value
• Ensure procurement aligns with company policies and governance standards

3. Contract Administration

• Draft, review, and administer contracts (e.g., PAM, FIDIC, bespoke agreements)
• Ensure compliance with contractual obligations by all parties
• Manage progress claims, variation orders (VO), and final accounts
• Provide contractual advice to internal stakeholders

4. Project Cost Monitoring & Reporting

• Prepare monthly cost reports and cash flow forecasts
• Evaluate contractor claims and certify payments
• Monitor financial performance of projects and highlight risks early
• Maintain proper documentation and audit trail

5. Risk & Claims Management

• Identify commercial and contractual risks and propose mitigation strategies
• Handle disputes, claims, and negotiation with contractors and consultants

6. Stakeholder Coordination

• Work closely with:
• Project Management team
• Consultants (Architects, Engineers, QS)
• Contractors and suppliers
• Provide cost and contract input during design and development stages
• Support management in decision-making with commercial insights

Requirements

• Bachelor’s Degree in Quantity Surveying, Construction Management, or related field.
• Professional membership (e.g., RISM, RICS, CIOB) is an added advantage.
• Minimum 8–12 years of relevant experience in construction / property development.
• Strong experience in cost management, tendering, and contract administration.
• Experience handling workshop, factory, retail and showroom renovation works, large-scale or mixed-use developments preferred.
