Project Planning & Deployment Strategy

  • Develop and maintain the overall project implementation and deployment plan for the Digital Spine.
  • Recommend the most appropriate fiber deployment strategy, including construction methodology, route planning, duct/fiber utilization, civil works and network deployment sequence.
  • Review project requirements and translate them into practical deployment packages and work programmes.
  • Identify project dependencies, constraints, risks and critical activities that may affect project delivery.
  • Coordinate project milestones with commercial requirements, customer commitments and network readiness targets.


BOQ & Technical/Commercial Validation

  • Review and validate the Bill of Quantities (BOQ) submitted by contractors and consultants.
  • Verify quantities, specifications, unit rates and scope of work against actual site conditions and approved design.
  • Identify potential cost savings, discrepancies, duplication or unnecessary scope within the BOQ. Assess variation orders, additional works and claims submitted by contractors.
  • Provide recommendations to management on the reasonableness of project costs and proposed variations.
  • Ensure the final deployed infrastructure is aligned with the approved design, BOQ and project requirements.


Contractor & Vendor Management

  • Manage and coordinate the appointed fiber deployment contractors and other project vendors.
  • Monitor contractor performance against agreed scope, schedule, cost, quality and HSE requirements. Conduct regular project progress meetings with contractors.
  • Review contractor work programmes, resource plans and deployment methodology.
  • Ensure contractors have sufficient manpower, materials, equipment and resources to meet project milestones.
  • Manage contractor issues, delays, disputes, claims and variation orders.
  • Escalate material project issues to management with clear recommendations and proposed mitigation actions.


Project Cost & Budget Management

  • Monitor project expenditure against the approved project budget.
  • Track committed costs, actual costs, forecast costs and remaining project costs.
  • Review and validate contractor progress claims prior to management approval.
  • Monitor cost impact arising from design changes, variation orders and site conditions.
  • Identify opportunities to optimize project cost without compromising network quality or delivery requirements.
  • Prepare regular project cost and budget status reports for management.


Project Timeline & Progress Monitoring

  • Establish and maintain the master project schedule covering design, procurement, civil works, fiber deployment, testing and commissioning.
  • Monitor actual progress against approved project milestones.
  • Track critical path activities and identify potential delays at an early stage.
  • Develop recovery plans where project milestones are at risk.
  • Ensure contractors provide accurate weekly/monthly progress updates.
  • Monitor readiness for key project milestones such as route readiness, duct readiness, fiber pulling, splicing, testing and network handover.


Quality, Testing & Handover

  • Ensure fiber deployment complies with approved technical specifications, design standards and project requirements.
  • Coordinate fiber testing, OTDR testing, splicing, labeling, documentation and acceptance.
  • Review testing and commissioning results prior to project acceptance.
  • Ensure proper As-Built Drawings, fiber route records, test results and asset documentation are completed. Coordinate final inspection and project handover from contractor to JLG Infratech's operations team.


Stakeholder & Interface Management

  • Coordinate with internal JLG Infratech teams including Commercial, Technical, Operations, Finance and Management.
  • Coordinate with PLUS/LLM, consultants, contractors, authorities, utility owners and other relevant project stakeholders.
  • Support coordination relating to Right of Way (ROW), permits, approvals, traffic management and site access where required.
  • Ensure project requirements and stakeholder decisions are properly communicated to contractors.


Risk & Issue Management

  • Establish and maintain a project risk and issue register.
  • Identify potential risks relating to ROW, construction, permits, contractor performance, material availability, cost and schedule.
  • Develop mitigation and contingency plans for major project risks.
  • Escalate critical risks and issues to management together with recommended solutions.


Management Reporting

  • Prepare monthly project progress reports for JLG Infratech management or as required.
  • Provide management with clear recommendations and corrective actions where required.
