Prudent Healthcare is seeking an experienced Programme Management Office (PMO) Lead to support a major international healthcare transformation and hospital development programme.

This is a senior, hands-on programme management role involving the coordination of multiple healthcare, clinical, architectural, engineering, biomedical, digital, operational and commissioning workstreams. The successful candidate will work closely with Prudent Healthcare’s leadership, specialist consultants, international partners and senior client stakeholders.

The programme involves complex healthcare infrastructure and operational transformation projects progressing from strategic planning and clinical programming through design coordination, implementation, commissioning and operational readiness.

The Role

The PMO Lead will establish and manage the central programme-management function and provide the organisational structure required to coordinate multiple specialist teams and project workstreams.

Key responsibilities will include:

• Establishing and operating the Programme Management Office, including governance structures, reporting processes, templates and programme controls.

• Developing and maintaining the integrated programme master plan, work breakdown structure, milestones and critical path.

• Coordinating multidisciplinary workstreams including:

  • healthcare strategy and medical programming;

  • clinical and functional planning;

  • hospital operations;

  • architecture and engineering interfaces;

  • biomedical equipment planning;

  • digital health and hospital IT;

  • workforce planning and training;

  • quality, governance and patient safety;

  • commissioning and operational readiness.

• Coordinating the work of specialist consultants appointed for different components of the programme.

• Maintaining clear scope, deliverables, responsibilities and interfaces between consultants, contractors, client representatives and other stakeholders.

• Preparing programme dashboards and executive reports for senior leadership.

• Maintaining:

  • action registers;

  • decision registers;

  • risk and issue registers;

  • change-control logs;

  • deliverable trackers;

  • dependency registers;

  • consultant appointment and performance trackers.

• Monitoring schedules, deliverables, consultant utilisation and programme expenditure.

• Supporting preparation and administration of consultant scopes of work, proposals, quotations and professional-service engagements.

• Coordinating meetings, agendas, minutes, action follow-up and decision escalation.

• Establishing robust document-control and version-management systems for drawings, reports, specifications, correspondence and approvals.

• Ensuring that clinical, operational, equipment and infrastructure planning remain coordinated throughout the project lifecycle.

• Identifying programme risks, delays, scope gaps and interface problems early and escalating them appropriately.

• Supporting governance meetings with senior institutional and governmental stakeholders.

• Coordinating international and in-country project activities, workshops and technical missions.

• Supporting eventual commissioning, activation, training and operational-readiness programmes.

The PMO will be particularly important in maintaining integration between the clinical and operational requirements of the healthcare programme and the architectural, engineering and infrastructure-delivery process. This reflects Prudent Healthcare's broader programme approach of integrating clinical planning, operational design, commissioning and capability transfer rather than treating hospital development purely as a construction exercise.

Candidate Profile

We are looking for an individual with substantial experience managing large, complex, multidisciplinary programmes.

The successful candidate is likely to have:

• Approximately 10–15+ years of relevant programme or project-management experience, with significant responsibility for complex projects.

• Demonstrated experience establishing or leading a PMO.

• Strong programme planning, coordination, governance and reporting skills.

• Experience managing multiple external consultants and professional disciplines simultaneously.

• Excellent understanding of programme dependencies, critical paths, change management and risk management.

• Strong commercial awareness, including consultant appointments, budgets, variations and scope control.

• Excellent written documentation and executive-reporting skills.

• Strong interpersonal skills and the confidence to work with senior executives, clinicians, technical specialists, consultants and institutional stakeholders.

• High standards of organisation and attention to detail.

• Ability to bring structure and discipline to a complex and evolving programme.

• Ability to work independently while coordinating a geographically distributed team.

Highly Desirable

Experience in one or more of the following would be particularly valuable:

• hospital development;

• healthcare infrastructure;

• major capital projects;

• healthcare planning or operations;

• international development programmes;

• large public-sector projects;

• architectural/engineering consultancy;

• biomedical equipment programmes;

• hospital commissioning and activation;

• healthcare IT or digital-health implementation.

Candidates with backgrounds in healthcare programme management, hospital development, major infrastructure consultancy, engineering consultancy or management consulting are encouraged to apply.

Professional qualifications such as PMP, PRINCE2, MSP, PgMP or equivalent would be advantageous.

French-language capability would be advantageous but is not essential.

Location & Travel

The position will be Singapore-based, working closely with Prudent Healthcare's leadership and international specialist teams.

The role will require periodic overseas travel for project meetings, technical workshops, stakeholder engagement and implementation activities.

This position requires more than an administrator or project scheduler.

We are looking for someone who can become the organisational centre of a complex international healthcare programme—someone capable of understanding what each professional workstream is trying to achieve, identifying where activities intersect, ensuring decisions are documented and followed through, and keeping the overall programme moving.

The PMO structure envisaged for the wider programme includes programme governance, technical integration, international coordination and implementation oversight, with integrated workstreams covering clinical planning, hospital operations, digital health, biomedical equipment, infrastructure, workforce development, governance and commissioning.
