ROLE SUMMARY:

Lead the technical design, delivery, integration, implementation and ongoing reliability of enterprise IT solutions that enable business operations. The role serves as the technical authority across assigned initiatives, translating business needs into secure, scalable and supportable solutions while ensuring alignment with the organisation's technology architecture, standards, risk requirements and service expectations. The Technical Lead provides hands-on technical leadership, governs solution quality, resolves complex technical issues, guides vendors and internal teams, and ensures effective transition from project delivery into stable operations.

RESPONSIBILITIES:

  • Provide end-to-end technical leadership for assigned applications, platforms and technology initiatives, from solution assessment and design through implementation, stabilisation and operational support.
  • Translate business, functional and non-functional requirements into fit-for-purpose solution designs, technical specifications, integration approaches and implementation plans that support current and future business needs.
  • Act as the technical design authority for assigned solutions by reviewing architecture, application design, interfaces, data flows, infrastructure dependencies, security controls, resilience and supportability before implementation.
  • Ensure technology solutions are aligned with enterprise architecture principles, IT standards, cybersecurity requirements, technology risk controls and approved engineering practices.
  • Lead technical evaluation and resolution of complex application, integration and service issues; drive root-cause analysis, corrective actions and preventive measures to improve service stability and reduce recurring incidents.
  • Coordinate with infrastructure, cybersecurity, data, business users and service providers to resolve technical dependencies and ensure end-to-end solution readiness.
  • Govern technical delivery across the system development life cycle, including design reviews, configuration or development oversight, testing, defect resolution, data migration, deployment, cutover, rollback planning and post-implementation stabilisation.
  • Define and oversee technical test requirements, including system integration, regression, performance, security and operational-readiness testing, ensuring critical defects and risks are addressed before production deployment.
  • Ensure technical documentation is complete, current and fit for operational use, including architecture diagrams, system design documents, interface specifications, configuration records, deployment procedures, operating manuals and support runbooks.
  • Contribute to technical workplan, procurement evaluation, budget planning and cost optimisation by assessing solution options, technical effort, implementation risks and total cost of ownership.
  • Monitor emerging technologies, industry practices and relevant technical standards and recommend practical improvements that strengthen efficiency, resilience, scalability, security or user experience.
  • Coach and mentor technical team members, promote consistent engineering and support practices, and build internal capability through knowledge sharing, technical guidance and structured handover.
  • Support the operationalisation of IT policies, standards and procedures, and ensure assigned solutions and technical activities comply with applicable governance, audit and risk requirements.
  • Perform other related duties and technical assignments as directed by management, consistent with the responsibilities and seniority of the role.

JOB KNOWLEDGE:

  • Strong knowledge of enterprise application architecture, solution design, system integration, APIs, data flows, interfaces and technical dependencies.
  • Sound understanding of system development life cycle (SDLC), technical design governance, testing, deployment, release, change and configuration management practices.
  • Working knowledge of application support, incident management, problem management, root-cause analysis, service level management and operational support models.
  • Good understanding of cybersecurity principles, technology risk, access controls, secure configuration, vulnerability management, resilience, backup and recovery requirements.
  • Knowledge of cloud, on-premises and hybrid technology environments, including how application, infrastructure, database, network and security components interact.
  • Understanding of IT governance, architecture standards, vendor management, technology procurement and total cost of ownership considerations.
  • Awareness of project management principles and methodologies sufficient to lead technical workstreams, manage dependencies and support delivery planning.
  • Knowledge of business analysis concepts and the ability to translate business outcomes into technical requirements and solution options.

SKILLS / COMPETENCIES:

  • Technical Leadership - provides clear technical direction, makes sound design decisions and establishes appropriate technical standards for assigned solutions.
  • Solution Thinking - evaluates business needs holistically and designs practical, scalable and maintainable solutions rather than isolated technical fixes.
  • Analytical and Problem-Solving - diagnoses complex issues, identifies root causes, assesses impact and drives sustainable resolution under time pressure.
  • Technical Governance - challenges weak designs, manages technical debt and ensures architecture, security, quality and supportability are addressed throughout delivery.
  • Stakeholder Management - communicates technical matters clearly to both technical and non-technical stakeholders and manages expectations constructively.
  • Vendor Management and Negotiation - evaluates technical proposals, challenges vendor assumptions, monitors delivery quality and protects the organisation's technical interests.
  • Communication - produces concise, accurate and audience-appropriate technical documentation, recommendations and management updates.
  • Coaching and Capability Building - mentors team members, promotes disciplined technical practices and facilitates effective knowledge transfer.
  • Judgement and Accountability - makes timely decisions based on risk, evidence, business impact and technical sustainability, and takes ownership for outcomes.
  • Continuous Improvement - actively identifies opportunities to simplify, automate, standardise and improve technology solutions and support processes.
  • Customer and Service Orientation - balances technical integrity with service responsiveness and business priorities.

EXPERIENCE:

  • Minimum seven (7) years of relevant experience in information technology, including systems development, implementation, application support, technical solution delivery or IT project environments.
  • Demonstrated experience leading technical workstreams or acting as a technical authority for business-critical applications, integrations or platform implementations.
  • Hands-on experience in solution design, requirements analysis, system integration, technical troubleshooting, testing, deployment and production support.
  • Experience managing external technology vendors or system integrators and reviewing technical deliverables against agreed requirements and standards.
  • Experience operating in environments with formal IT governance, cybersecurity, risk, audit, change-control and service-management requirements is strongly preferred.
  • Experience in financial services, shared services, building management or other regulated / service-intensive environments would be an advantage.

QUALIFICATION:

  • Bachelor's Degree in Computer Science, Information Technology, Information Systems, Software Engineering, Engineering or a related discipline. A postgraduate qualification is an advantage.
  • Relevant professional certifications in architecture, cloud platforms, cybersecurity, IT service management, Agile / DevOps or project delivery are advantageous and should be aligned to the organisation's technology environment.
  • Equivalent professional experience and recognised technical credentials may be considered where demonstrable depth of technical capability is evident.
