Tanggungjawab

1. Accurate Cost Estimation & Construction Budgeting
  • Construction Quantity Take-Off & Verification: Accurately calculate the required quantities of materials, machinery, and manpower based on design drawings and actual site conditions, minimizing underestimation and omissions that may result in project losses.

  • Project Target Cost Development: Convert the tender pricing into a Target Budget for site execution, establishing clear cost control limits for each trade and the procurement department.

2. Subcontractor Management & Procurement
  • RFQ & Price Comparison: Prepare subcontract work Bills of Quantities (BOQ) and request quotations from multiple specialized subcontractors and material suppliers. Prepare detailed quotation comparison and analysis reports.

  • Subcontract Agreement Negotiation: Assist in negotiating and finalizing subcontract agreements with clearly defined responsibilities and obligations, while controlling payment terms, retention, and deduction clauses.

  • Subcontractor Payment Verification: Review and verify monthly progress claims submitted by subcontractors based on actual work completed, ensuring accurate interim payments and preventing over-payment.

3. Progress Claims & Cash Flow Management
  • Monthly Interim Progress Claims: Prepare comprehensive and well-supported monthly interim payment claims based on actual site progress and submit them to the Client / Professional Quantity Surveyor (PQS), maximizing timely recovery of project revenue and supporting project cash flow.

  • Progress Measurement & Verification: Coordinate and attend site measurements with the PQS, actively supporting the recognition and certification of completed works, including work quantities that may be subject to valuation disputes.

4. Variation Orders & Claims Management
  • Variation Order (VO) Identification: Closely monitor site activities and identify variations arising from drawing revisions, design changes, unforeseen site conditions, or changes in Client instructions. Record and notify relevant parties promptly upon identification.

  • Variation Valuation & Pricing: Assess the impact of variations on project cost and schedule, prepare detailed VO valuations and quotations, and submit claims to the Client for appropriate adjustments to the contract sum.

  • Extension of Time (EOT) & Loss and Expense Claims: Where delays are caused by the Client, exceptional events, or other relevant circumstances, collect supporting records such as site diaries, meeting minutes, weather reports, and correspondence, and prepare Extension of Time (EOT) and Loss & Expense Claims to recover additional time-related and financial costs.

5. Final Account & Cost Reporting
  • Final Account Preparation: Assist in closing all subcontractor accounts and preparing subcontractor final accounts, while negotiating with the Client / PQS to determine and agree on the project's final contract sum.

  • Post-Project Cost Analysis: Compare actual project costs against the original tender budget, analyze the causes of project gains or losses, and provide cost data and lessons learned to support future tender pricing and bidding strategies.
