Tanggungjawab

To support and maintain the Company’s compliance framework in accordance with applicable Malaysian laws, the Moneylenders Act 1951 and related KPKT requirements, AMLA 2001, applicable Bank Negara Malaysia requirements, Personal Data Protection Act 2010, regulatory directions, reporting obligations, and the Company’s internal policies. The Compliance Officer is responsible for coordinating timely, accurate, complete, and properly documented regulatory submissions, maintaining ongoing communication with KPKT, BNM and relevant reporting platforms or authorities, and ensuring that regulatory changes are assessed and implemented across the Company.

Key Responsibilities:

1. Regulatory Compliance & Monitoring

— Monitor and ensure the Company's operations, products, and processes comply with all applicable laws, regulations, BNM guidelines, and internal policies.

— Stay current on regulatory developments, industry updates, and changes to applicable legislation that may impact the Company's operations.

— Conduct regular compliance reviews and gap analyses to identify areas of non-compliance or regulatory exposure.

— Prepare and submit regulatory reports, returns, and notifications to relevant authorities within stipulated deadlines.

— Liaise with regulatory bodies and external stakeholders on compliance-related matters when required.

2. AML / CFT & Financial Crime Compliance

— Implement and maintain the Company's AML/CFT framework in accordance with AMLA 2001 and applicable BNM guidelines.

— Perform and review customer due diligence (CDD), enhanced due diligence (EDD), and Know Your Customer (KYC) assessments.

— Monitor transactions and customer activity for indicators of suspicious activity, financial crime, or policy breaches.

— Investigate and escalate suspicious transaction reports (STRs) and other financial crime alerts to the relevant authority or Money Laundering Reporting Officer (MLRO) as required.

— Maintain and update AML/CFT risk assessments, registers, and escalation records.

3. Policy Development & Implementation

— Assist in the development, review, and updating of internal compliance policies, procedures, SOPs, and guidelines.

— Ensure that compliance frameworks and control requirements are effectively communicated and embedded across relevant departments.

— Conduct periodic reviews of existing policies to ensure they remain aligned with current regulatory requirements and industry best practices.

— Support the development and maintenance of the Company's compliance manual and related documentation.

4. Compliance Training & Awareness

— Plan and deliver compliance training programmes and awareness sessions for staff across the organisation.

— Develop and distribute compliance communications, updates, and reference materials to relevant teams.

— Promote a culture of compliance and ethical conduct throughout the Company.

— Ensure new employees receive appropriate compliance induction and onboarding training.

5. Risk Assessment & Internal Controls

— Assist in conducting enterprise-wide and function-specific compliance risk assessments.

— Identify, document, and monitor compliance risks and recommend appropriate controls and mitigation measures.

— Support internal audit activities and assist in the coordination of external audits and regulatory examinations.

— Track and monitor the implementation of audit findings, regulatory recommendations, and corrective action plans (CAPs).

6. Data Protection & PDPA Compliance

— Ensure the Company's data collection, processing, storage, and disposal practices comply with the Personal Data Protection Act 2010 (PDPA).

— Support the handling of data subject access requests, data breach incidents, and PDPA-related queries.

— Review internal processes and systems for data protection compliance and recommend improvements where necessary.

7. Compliance Reporting & Documentation

— Maintain accurate and up-to-date compliance records, registers, incident logs, and audit trails.

— Prepare and present compliance reports, dashboards, and updates for management and relevant stakeholders.

— Document findings, risk indicators, and compliance activities in a clear, organised, and audit-ready manner.

8. Stakeholder Collaboration

— Work closely with operations, legal, HR, finance, technology, and business teams to support compliance requirements across all functions.

— Provide practical compliance guidance and advisory support to internal stakeholders on day-to-day operational matters.

— Coordinate with external legal counsel, auditors, and regulatory consultants when required.

9. Regulatory Reporting, Submissions & Regulatory Liaison

  • Maintain a comprehensive regulatory reporting calendar covering all periodic, event-driven, ad hoc, AML/CFT, licensing, operational, customer-protection, and other submissions applicable to the Company.
  • Coordinate the preparation, review, approval, and timely submission of reports, returns, declarations, notifications, questionnaires, and other regulatory information required by KPKT.
  • Prepare, coordinate, and submit applicable reports or returns to Bank Negara Malaysia, including STRs, DCRs, CTRs, and other reports where applicable to the Company’s status and activities.
  • Coordinate the preparation and submission of applicable reports through SKP and any other portal, platform, or channel prescribed by KPKT or another competent authority.
  • Establish internal cut-off dates and obtain complete, accurate, and properly supported information from operations, finance, collections, risk, technology, legal, and other relevant departments.
  • Perform completeness, accuracy, consistency, and reasonableness checks before submission.
  • Ensure that each submission is approved by the designated authorised person before filing.
  • Maintain evidence of submission, acknowledgement receipts, submitted versions, supporting documents, correspondence, and subsequent amendments in an audit-ready repository.
  • Monitor the status of submitted reports and promptly escalate rejected, delayed, incomplete, or potentially inaccurate submissions.
  • Coordinate corrections, resubmissions, clarifications, and responses to regulatory feedback within the required timeframe.
  • Monitor regulatory announcements, circulars, notices, FAQs, portal updates, and reporting instructions issued by KPKT, BNM, SKP, and other relevant authorities.
  • Maintain an up-to-date register of regulatory reporting obligations, responsible owners, submission frequency, deadlines, data sources, approval requirements, and escalation procedures.

10. Ongoing Regulatory Engagement & Regulatory Change Management

  • Maintain ongoing and professional communication with KPKT, Bank Negara Malaysia, SKP, and other relevant regulatory authorities in relation to regulatory submissions, reporting requirements, data quality, filing procedures, regulatory queries, and compliance matters.
  • Seek clarification from the relevant regulator where a reporting obligation, regulatory interpretation, submission format, deadline, or applicability is unclear.
  • Coordinate responses to regulatory enquiries, inspection requests, information requests, questionnaires, and supervisory follow-up matters.
  • Maintain a complete record of regulatory correspondence, enquiries, responses, commitments, approvals, and agreed corrective actions.
  • Monitor and assess new or amended laws, regulations, guidelines, circulars, notices, FAQs, directions, and reporting requirements issued by KPKT, BNM, SKP, and other relevant authorities.
  • Conduct documented impact assessments and gap analyses for regulatory changes.
  • Coordinate the implementation of required changes to policies, procedures, products, systems, controls, customer communications, training materials, and reporting processes.
  • Track implementation deadlines and provide regular status updates to the Head of Compliance and senior management.
  • Ensure that outdated regulatory references, forms, procedures, and internal guidance are promptly identified and updated.

11. Ad Hoc Support

— Perform various ad hoc compliance tasks and support special projects or regulatory initiatives as assigned by management.

Qualification Requirements :

1. Minimum Degree in Law, Business Administration, Finance, Accounting, or a related field.

2. Minimum 3–5 years of experience in a compliance, regulatory, risk, or audit function within the financial services, fintech, or related industry.

3. Professional certifications such as ICA (International Compliance Association), ACAMS, or equivalent are an added advantage.

4. Deep knowledge of:

  • Malaysian regulatory frameworks including Bank Negara Malaysia (BNM) guidelines, Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001 (AMLA), PDPA 2010, and other applicable legislation.
  • AML/CFT compliance principles, KYC/CDD procedures, and transaction monitoring frameworks.
  • Regulatory reporting, compliance monitoring, and internal audit processes.
  • Risk assessment methodologies and the ability to translate regulatory requirements into practical operational controls.
  • Proficiency in Microsoft Office and compliance or case management systems.
  • Strong analytical, investigative, and report-writing skills.
  • High level of integrity, discretion, and professional judgment.

5. Practical knowledge of KPKT regulatory requirements applicable to licensed moneylenders and non-bank financial companies, including licensing, operational, conduct, customer protection, record-keeping, inspection, and regulatory reporting obligations.

6. Working knowledge of regulatory submission processes and reporting platforms used by KPKT, BNM and/or other relevant authorities, including SKP where applicable.

7. Demonstrated experience in maintaining regulatory reporting calendars, coordinating data owners, validating submissions, responding to regulatory queries, and managing resubmissions or corrective actions.

8. Ability to interpret regulatory circulars, policy documents, FAQs, notices, and supervisory communications and translate them into operational requirements.

Pay: RM4,000.00 - RM7,000.00 per month
