Responsibilities

• Lead the end-to-end delivery of complex digital products or ICT initiatives, aligning user needs, business outcomes, delivery priorities, technical constraints and operational readiness.
• Lead project governance across predictive, agile or hybrid delivery models, including sprint and release governance, critical-path management, key dependencies and timely management decisions.
• Establish and maintain integrated project plans, consolidated RAID and dependency views, recovery actions and outcome measures, and intervene where delivery performance is at risk.
• Provide release assurance for major implementations by overseeing system, user and security testing, defect-risk decisions, cutover readiness, operational handover and post-release stabilisation.
• Shape user-adoption and stakeholder-engagement approaches for significant releases and direct the resolution of material product or operational issues with product and engineering leads.
• Lead the management of significant maintenance and service contracts, including performance, service levels, commercial obligations, renewal or extension options, service credits and supplier accountability.
• Advise on procurement and contracting approaches and lead the preparation or review of tender specifications, Approval of Requirements, evaluation recommendations, contract variations and direct contracting justifications.
• Participate in significant vendor negotiations and provide evidence-based recommendations on contract scope, commercial exposure and approval risks.
• Establish forward-looking licence, subscription and technology-lifecycle plans covering renewal, end of support, upgrade sequencing, dependency risk and continuity of support.
• Oversee vulnerability remediation, security patching and follow-up of security findings, and escalate material delays or residual risks to the appropriate governance forum.
• Oversee project and annual budget planning, commitments, forecasts, actual expenditure, OOE funding drawdowns and funding sufficiency, and recommend corrective or reprioritisation options where required.
• Provide robust review and challenge of vendor proposals, contract variations, rate-card application and service-request man-day estimates, including identification of duplication, unsupported contingency or inefficient role mix.
• Prioritise and govern major service requests and changes for assigned systems against business value, operational risk, dependencies, capacity and available funding.
• Lead or support steering and senior governance forums as required, present clear options and recommendations to management, and facilitate resolution of cross-functional or supplier disputes.
• Mentor less-experienced project managers where required, contribute reusable project and contract controls, and support lessons learned and continuous improvement.

Required Skills

What we are looking for:

• A proven track record leading complex ICT projects, digital products or major maintenance workstreams from planning and procurement through implementation, transition and operations.
• Demonstrated delivery of effective products and project outcomes under material resource, schedule or operational constraints.
• End-to-end leadership experience across product, engineering, operations, cybersecurity, procurement, finance and service-provider teams.
• Experience establishing integrated plans, project governance, management reporting and recovery actions across multiple interdependent workstreams.
• Strong experience managing public-sector or comparable regulated procurement and contract activities, including requirements, evaluations, AOR, contract variations, direct contracting and commercial discussions.
• Strong commercial judgment in contract interpretation, vendor performance, service credits, invoice validation, rate-card application, change control and man-day governance.
• Experience managing project or annual budget planning, expenditure forecasting, funding sufficiency and financial recommendations to management.
• Experience establishing licence and technology-lifecycle plans and overseeing end-of-support upgrades, vulnerability remediation and security patch compliance.
• Ability to critically review vendor scope, assumptions and effort estimates and recommend sound commercial and delivery positions.
• Excellent written and verbal communication skills, including management papers, technical writing, governance presentations and engagement with senior stakeholders.
• A highly meticulous, resilient and outcomes-focused approach, with the ability to lead under pressure, resolve ambiguity and drive complex matters
