Job Description

Join our team as a QA/QC Officer and take responsibility for day-to-day quality control and inspection activities across construction and engineering works. The role requires hands-on experience in site inspections, ITP implementation, material and workmanship checks, NCR management and QA/QC documentation to ensure works comply with approved drawings, specifications, method statements and project quality requirements.

Key Responsibilities

• Conduct regular site inspections to verify construction and installation works comply with approved drawings, specifications, method statements and Inspection & Test Plans (ITPs).
• Carry out visual, dimensional and workmanship inspections at different stages of construction and installation.
• Prepare, implement and maintain ITPs, inspection checklists, Inspection Requests (IR/RFI) and other QA/QC forms.
• Inspect incoming materials and verify material specifications, certificates, test reports and approved material submissions before use or installation.
• Review drawings, technical specifications, method statements and inspection requirements prior to site activities.
• Coordinate inspection and testing activities with Project Managers, Site Engineers, Supervisors, Consultants, Clients, Subcontractors and relevant testing laboratories.
• Monitor subcontractors' workmanship and ensure activities are carried out according to approved quality requirements.
• Identify defects, non-conforming works and deviations from approved drawings, specifications or procedures.
• Raise and maintain Non-Conformance Reports (NCRs), observations, punch-list items and corrective action records where required.
• Follow up with site teams and subcontractors on rectification and corrective actions until satisfactory closure.
• Conduct re-inspections to verify that defects and NCR items have been properly rectified before closure or handover.
• Maintain complete and traceable QA/QC records, including inspection reports, checklists, material certificates, test reports, NCRs, corrective action records and quality registers.
• Assist in internal, client and consultant quality audits and ensure required quality documents are available for review.
• Monitor recurring quality issues and recommend corrective or preventive measures to reduce defects and rework.
• Prepare periodic QA/QC reports and provide updates on inspection status, outstanding defects, NCRs and corrective actions.
• Ensure urgent quality issues or inspections requiring same-day action are prioritised and completed within the required timeframe.
• Perform other QA/QC-related duties and responsibilities as assigned by the Supervisor, QA/QC Manager or Management.

Requirements

• Diploma or Degree in Civil Engineering, Construction Engineering, Building, Mechanical Engineering or a related engineering discipline, depending on project requirements.
• Minimum 2 years of hands-on QA/QC experience in construction, engineering, marine, industrial or related project environments.
• Proven experience conducting site inspections and quality control checks, rather than purely administrative QA/QC work.
• Hands-on experience preparing or implementing Inspection & Test Plans (ITPs), inspection checklists and inspection requests.
• Experience identifying, documenting and following up NCRs, defects, punch-list items and corrective actions through to closure.
• Able to read and interpret construction/engineering drawings, technical specifications and method statements.
• Experience inspecting materials, workmanship and completed works against approved requirements.
• Experience coordinating inspections with consultants, clients, subcontractors, suppliers and internal project teams.
• Familiar with QA/QC documentation, quality records and document traceability.
• Working knowledge of ISO 9001 quality management principles is an advantage.
• For Singapore construction projects, knowledge of BCA requirements, CONQUAS, Quality Mark or relevant Singapore construction standards is an advantage.
• Proficient in Microsoft Office, particularly Excel and Word, for QA/QC records, reports and tracking.
• Good written and spoken English, with the ability to understand technical documents and communicate quality issues clearly.
• Able to work independently on site, manage multiple inspections and follow up outstanding quality issues without constant supervision.
• Willing to work on construction/project sites and meet tight inspection and project deadlines.
• Candidates without relevant hands-on QA/QC, inspection or quality control experience will not be considered.
• Must be able to prioritise urgent quality matters and respond within the required timeframe.
• Other ad-hoc duties and responsibilities related to the role as assigned by the Supervisor/Management.
