Job Scope
The Group Head of Programmes provides dedicated programme leadership across Mindfull Community’s three programme functions — Caregiver Support & Education (CSE), Community Health & Engagement (CHE) and Youth Support & Engagement (YSE) and reports to the CEO
1. Programme strategy and operating-model translation
a. Translate the organisation’s strategy into an executable operating model across CSE, CHE and YSE
b. Sequence priorities and own the tier-shift roadmap as it applies in day-to-day operations
2. Cross-programme coordination and annual masterplan
a. Own a single annual programme masterplan across the three functions (classes, venues, outreach, capacity)
b. End duplicate outreach and internal competition for participants
c. Coordinate demand planning with Partnerships & Engagement and Comms
3. Leadership of function Heads; decision rights and delegation
a. Line-manage and develop the Heads of CSE, CHE and YSE
b. Define decision rights and escalation thresholds; build the delegation architecture that reduces upward bottlenecks
c. Develop leadership bench strength across the programme functions
4. Staff accessibility, engagement and change management
a. Lead two-way, engagement-based communication, including direct engagement by the CEO with the CSE, CHE and YSE teams where required
b. Lead change management directly with delivery teams, explaining the rationale for change rather than relying on directive-only communication
5. Capability and clinical-governance stewardship
a. Steward capability development across the functions with People & Organisation Development
b. Support the clinical-governance spine (case and clinical supervision), recognising CHE’s clinical adjacency (hospital premises, e.g. IMH)
c. Anchor development to the Skills Framework for Social Service and AIC skill standards
6. Progression toward clinical and social services
a. Steward the move toward the future Clinical & Social Services Unit and the Community Mental Health Hub
b. Sequence organisational readiness (governance, capability, premises) ahead of any commitment
7. Outcome oversight and reporting
a. Consolidate programme outcomes across CSE, CHE and YSE
b. Report findings to the CEO, EXCO and Board
Requirements
Degree in Social Work, Psychology, Counselling, Public Health or a related discipline; postgraduate qualification in management or leadership preferred
Minimum 10 years’ relevant experience in social service, community health or mental health settings, including at least 5 years leading multi-team or multi-function operations
Demonstrated experience translating strategy into operations and managing government funders and outcome-based reporting (e.g. NCSS, AIC)
Sound clinical literacy sufficient to steward supervision and clinical-governance arrangements
Familiarity with the Skills Framework for Social Service and AIC skill standards
