Human Resources Project Manager Project Manager

Location: Petaling Jaya (PJ), on-site

Salary: RM 5,000 – RM 8,000/month (Based on experience)

Employment Type: Full-Time (Permanent)


The Project Manager will lead the conceptualisation, development and launch of new HR-related projects and national-level initiatives, including talent management programmes, coaching and mentoring programmes, digital learning solutions and other workforce development projects. The role is responsible for conducting feasibility assessments, developing project plans and commercial models, securing strategic partners, coordinating stakeholders and service providers, managing budgets and timelines, and ensuring the successful implementation and sustainability of each project.

The Project Manager acts as the bridge between strategic intent and operational delivery — translating the organisation's national HR agenda into well-scoped, commercially sound, and sustainably run programmes that create measurable value for members and the broader HR community.


Key Responsibilities

1. Project Conceptualisation & Feasibility

•     Identify and evaluate opportunities for new HR-related projects and national-level initiatives aligned with the organisation's strategic priorities.

•     Conduct feasibility studies, market scans and needs assessments to validate the relevance, demand and viability of proposed projects.

•     Develop business cases, including objectives, target outcomes, resourcing needs and risk assessments, for review by leadership.

2. Project Planning & Commercial Development

•     Develop detailed project plans, including scope, deliverables, milestones, timelines and resource requirements.

•     Design commercial and pricing models (e.g. fee-for-service, sponsorship, cost-sharing) that ensure each project is financially sustainable.

•     Establish success metrics and KPIs for each project in consultation with leadership and relevant stakeholders.

3. Partner & Stakeholder Management

•     Identify, evaluate and secure strategic partners, service providers, trainers, consultants and vendors required for project delivery.

•     Negotiate partnership terms, contracts and service-level agreements, ensuring alignment with organisational standards and objectives.

•     Coordinate and maintain strong working relationships with internal departments (e.g. marketing, business development, finance) and external stakeholders (e.g. government agencies, employers, professional bodies, member organisations).

4. Implementation & Delivery Management

•     Lead end-to-end project execution, ensuring deliverables are completed on time, within budget and to the required quality standards.

•     Manage project risks and issues proactively, escalating and resolving roadblocks in a timely manner.

•     Coordinate logistics, communications and reporting across all project workstreams and involved parties.

5. Budget & Financial Management

•     Prepare and manage project budgets, tracking expenditure against plan and reporting variances.

•     Monitor project revenue (where applicable) against commercial targets and recommend corrective actions where needed.

6. Sustainability & Continuous Improvement

•     Ensure each project has a clear plan for long-term sustainability beyond initial launch, including handover to business-as-usual operations where relevant.

•     Conduct post-implementation reviews to capture lessons learned and drive continuous improvement in future projects.

•     Keep abreast of trends and developments in HR, talent management and learning & development (L&D) to inform future project pipelines.

7. Reporting & Governance

•     Provide regular project status updates, dashboards and reports to leadership and relevant committees.

•     Ensure all projects comply with the organisation's governance, procurement and risk-management policies.


Requirements

Education

•     Bachelor's degree in Human Resource Management, Business Administration, Organisational Development or a related field.

•     A relevant postgraduate qualification or professional HR certification (e.g. IHRP, CIPD, SHRM) is an added advantage.

Experience

•     Minimum 5-8 years of relevant working experience, with a strong background in Human Resources and demonstrated exposure to Learning & Development (L&D).

•     Proven experience managing projects or programmes from concept through to launch and sustained delivery, ideally involving talent management, coaching/mentoring, digital learning or professional development initiatives.

•     Experience developing commercial or revenue models for programmes, and working with external partners, vendors or service providers.

•     Experience engaging senior stakeholders, including employers, government bodies, professional associations or industry partners, is highly desirable.

•     Commercial Acumen — able to design and evaluate sustainable, revenue-generating or cost-effective programme models.

•     Stakeholder Management & Negotiation — skilled at building relationships and negotiating win-win outcomes with partners, vendors and senior stakeholders.

•     Communication & Presentation — excellent written and verbal communication skills, including the ability to present to senior leadership and external parties.

•     Analytical & Problem-Solving — able to conduct feasibility assessments, interpret data and make sound, evidence-based recommendations.

•     Budgeting & Financial Management — comfortable developing and managing budgets and tracking financial performance.

•     Adaptability & Initiative — self-driven and comfortable operating in a fast-paced, entrepreneurial environment with evolving priorities.

•     Collaboration — works effectively across departments and with external partners to deliver shared goals.
