ISS Singapore delivers integrated facility services across a diverse, multi-site operating environment. Health, Safety, Environment and Quality are fundamental to protecting placemakers, subcontractors, clients and the environments in which ISS operates, while supporting consistent service delivery, regulatory compliance and customer confidence.


The Head of Health, Safety, Environment and Quality (HSEQ) is the country functional leader responsible for driving HSEQ performance, compliance and quality across ISS Singapore. The role develops, implements, maintains and continually improves the country HSEQ Management System, ensures alignment with the ISS Group HSEQ Management System and applicable ISO standards, and embeds HSEQ into operational decision-making and culture.


ISS is looking for the right candidate to:

  • Provide visible, credible and practical HSEQ leadership across all service lines, functions and customer accounts.
  • Translate Group HSEQ requirements and Singapore legal and contractual obligations into effective country governance, standards, controls and assurance.
  • Drive measurable improvement in HSEQ performance by combining risk-based thinking, disciplined execution, data insight, learning and operational engagement.
  • Act as a strategic adviser and constructive challenger to the Country Leadership Team, Operations Performance leadership, business leaders and account teams.
  • Build a capable, collaborative HSEQ function that enables operations to take ownership of safe, compliant and quality service delivery.


Key responsibilities:

  • Own and execute the country HSEQ strategy, annual action plan, objectives and performance priorities in alignment with Group direction and Singapore business needs.
  • Develop, implement, maintain and continually improve the country Integrated Management System and associated policies, procedures, standards and control framework.
  • Ensure the management system conforms with applicable requirements of ISO 9001, ISO 14001, ISO 45001 and, where applicable, ISO 22000, together with ISS Group HSEQ standards and minimum controls and local Singapore requirements.
  • Maintain oversight of applicable HSEQ legal, regulatory, contractual and other compliance obligations, and ensure effective evaluation and escalation of compliance risks.
  • Lead the country HSEQ assurance programme, including risk-based site assessments, internal audits, legal compliance reviews, certification audits and timely closure of corrective actions.
  • Ensure robust hazard identification, environmental aspect assessment and risk management processes are established and applied across operations.
  • Oversee incident and near-miss reporting (incl. WICA), investigation, root-cause analysis, corrective actions, escalation and organisational learning, with a focus on preventing recurrence.
  • Set, monitor, analyse and report HSEQ Key Performance Indicators and Key Risk Indicators; identify trends, emerging risks and improvement priorities for management action.
  • Plan and facilitate country HSEQ management reviews, ensuring management receives clear evidence on system suitability, adequacy, effectiveness and improvement needs.
  • Drive HSEQ culture and behavioural change through visible leadership, communication, consultation, worker participation, campaigns and practical engagement with frontline teams.
  • Build HSEQ capability across the business through role-based competence frameworks, training requirements, coaching and technical guidance.
  • Partner with Operations and Key Account teams to embed HSEQ requirements into service delivery, account governance, continual improvement and customer engagement.
  • Provide HSEQ leadership for bids, mobilisations, transitions, service changes and major projects, ensuring hazards, controls, resources and contractual requirements are addressed before implementation.
  • Collaborate with Supply Chain & Procurement to strengthen product and service safety, contractor management, supplier assurance and HSEQ performance across the supply chain.
  • Work with Sustainability, People & Culture, Commercial, Finance and operational functions to integrate HSEQ considerations into business planning and decisions.
  • Lead quality governance and improvement, including analysis of customer feedback, complaints, nonconformities, audit findings and operational quality trends.
  • Lead, develop and manage the HSEQ team, including organisation design, objectives, performance, succession, capability development, resources and budget.
  • Maintain close and proactive alignment with Group HSEQ, participate in Group initiatives and share lessons learned and good practice across ISS.


Success measures:

  • Effective and continually improving HSEQ Management System with required certifications maintained.
  • Delivery of the annual HSEQ action plan and achievement of agreed country and Group objectives.
  • Improvement in leading and lagging HSEQ performance indicators, including serious injury prevention, recordable case and lost-time injury performance.
  • High compliance with mandatory training, risk assessment, assurance, audit and corrective-action requirements.
  • Timely and effective investigation, escalation and closure of incidents, nonconformities and audit findings.
  • Demonstrable operational ownership of HSEQ and stronger participation by leaders, managers and placemakers.
  • Effective HSEQ support for customer retention, bids, mobilisations and service improvement.

Other qualifications:

  • Relevant degree or professional qualification in occupational health and safety, environmental management, quality, engineering or a related discipline.
  • Recognised Singapore workplace safety and health qualification or registration appropriate to the scope and seniority of the role.
  • Strong working knowledge of Singapore HSEQ legislation and regulatory expectations.
  • Demonstrated senior HSEQ leadership experience in a complex, multi-site and operationally intensive environment.
  • Strong knowledge of integrated management systems and relevant ISO standards, particularly ISO 9001, ISO 14001 and ISO 45001; ISO 22000 experience is advantageous.
  • Experience leading audits, management reviews, incident investigations, risk management and certification programmes.
  • Proven people leadership and experience developing professional HSEQ capability.
  • Experience in facilities management, engineering, cleaning, catering, projects or outsourced services is advantageous.
  • Lead Auditor, NEBOSH or equivalent professional certification is advantageous.
  • Fluent in English, with strong written, presentation and stakeholder communication skills.

  • The role leads the Singapore HSEQ function and supports operations across customer sites and ISS entities within the country.
  • The role is part of the Operations Performance (centres of excellence) leadership team
  • Regular travel to customer and operational sites within Singapore is expected; limited international travel may be required.
