Médecins Sans Frontières/Doctors Without Borders (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by conflict, epidemics, disasters or exclusion from healthcare. MSF’s actions are guided by medical ethics and the principles of impartiality, independence and neutrality.

The MSF Asia Pacific (APAC) Partnership is an emerging collaboration among MSF offices across the Asia-Pacific region. Its purpose is to strengthen regional humanitarian capabilities, align shared operational priorities, and develop innovative models of support.

The Malaysia Branch Office is being established as the central administrative hub for the APAC Partnership.


Responsibilities

Reporting to the APAC Regional IHR Manager this collaborative role will provide planning, coordination and delivery for Learning & Development programs, support Recruitment and Talent Attraction activities, and rollout staff engagement initiatives across the APAC region.

You will contribute to workforce development by ensuring smooth delivery of training programs, timely recruitment and effective talent attraction specifically in Malaysia and Thailand, and HR Coordination. Accountabilities will include:

Learning & Development Coordination and Facilitation

  • Coordinate and support the delivery of virtual and face-to-face regional learning programs across APAC, including participant enrolment, communications, logistics and follow-up.
  • Facilitate and co-facilitate training, workshops and webinars, supporting engaging, inclusive and effective learning experiences.
  • Maintain learning records and feedback, and contribute to evaluation and continuous improvement.

Recruitment

  • Coordinate recruitment campaigns, career fairs, conferences and networking events, including candidate communications, interviews, assessments and event logistics.

APAC HR and L&D Working Group Administration

  • Provide administrative support to APAC HR and L&D working groups, including meeting coordination, minutes and information sharing.

Data Management and Reporting

  • Maintain accurate L&D and recruitment records, SharePoint resources and HR information repositories, and prepare reports to support workforce development initiatives and continuous improvement.

Communication and Stakeholder Engagement

  • Build effective relationships with HR, L&D colleagues, facilitators, candidates and participants across the APAC region, ensuring clear and timely communication across diverse cultural and organisational contexts.


Requirements

To be successful in this collaborative and diverse role you will be comfortable managing competing priorities across multiple time zones and cultural contexts. You will have a strong attention to detail and will be motivated by working with a humanitarian aid organisation. Ideally, you can demonstrate:

  • Bachelor’s degree in HR, Education, or related field.
  • Minimum of 3 years relevant experience in Learning & Development, training coordination, recruitment, and/or HR operations.
  • Demonstrated experience facilitating and/or co-facilitating workshops, training programs, webinars or group learning activities.
  • Experience working in an international and/or cross-cultural environment, preferably within the NGO sector.
  • Strong organizational and administrative skills.
  • Excellent communication and interpersonal skills.
  • Proficiency in Microsoft Office and collaboration tools.
  • Fluent written and verbal English language skills; additional APAC language skills an advantage.
