Job Description – Safety & Health Officer (SHO)

Job Purpose
Responsible for implementing, monitoring, and maintaining occupational safety and health programs within the organisation. The Safety & Health Officer ensures compliance with applicable Occupational Safety and Health (OSH) laws, regulations, standards, and company policies, while promoting a safe and healthy working environment for all employees, contractors, visitors, and stakeholders.

1. Key Responsibilities1. Occupational Safety & Health Management

  • Develop, implement, and monitor the organisation’s Occupational Safety & Health (OSH) Management System.
  • Ensure compliance with applicable requirements from DOSH/JKKP, OSHA, relevant regulations, and industry standards.
  • Conduct regular workplace inspections to identify unsafe conditions and practices.
  • Recommend and monitor corrective and preventive actions.

2. Risk Assessment & Hazard Control

  • Conduct and review HIRARC (Hazard Identification, Risk Assessment and Risk Control) and other relevant risk assessments.
  • Identify workplace hazards related to mechanical, electrical, chemical, biological, ergonomic, and general work activities.
  • Implement appropriate control measures based on the hierarchy of controls.
  • Monitor the effectiveness of risk control measures.

3. Incident & Accident Management

  • Investigate workplace accidents, near misses, dangerous occurrences, and occupational health incidents.
  • Conduct Root Cause Analysis (RCA) and recommend corrective actions.
  • Maintain accurate records of incidents and ensure timely reporting to management and relevant authorities where required.
  • Monitor the implementation and closure of corrective actions.

4. Safety Inspection & Audit

  • Conduct scheduled and ad-hoc safety inspections, audits, and compliance assessments.
  • Monitor housekeeping, emergency exits, fire safety, PPE usage, signage, machinery safety, electrical safety, and other workplace conditions.
  • Prepare inspection and audit reports and follow up on outstanding findings.

5. Training & Safety Awareness

  • Develop and conduct safety induction, toolbox meetings, safety briefings, and awareness programs.
  • Promote a strong safety culture among employees and contractors.
  • Ensure employees receive appropriate safety training and understand relevant SOPs and safe work practices.
  • Maintain training and competency records.

6. Emergency Preparedness

  • Develop, implement, and review Emergency Response Plans (ERP).
  • Coordinate emergency drills such as fire, chemical spill, medical emergency, evacuation, and other relevant scenarios.
  • Work closely with emergency response teams, BOMBA, medical personnel, and relevant authorities when required.

7. Contractor & Permit-to-Work Management

  • Monitor contractor compliance with safety requirements.
  • Review contractor safety documentation, risk assessments, method statements, and permits.
  • Monitor Permit-to-Work (PTW) activities, including hot work, confined space, working at height, electrical work, and other high-risk activities.
  • Stop unsafe work where there is an immediate risk to personnel or property.

8. Personal Protective Equipment (PPE)

  • Identify PPE requirements based on workplace hazards and risk assessments.
  • Ensure appropriate PPE is available, properly used, inspected, and maintained.
  • Conduct regular monitoring of PPE compliance.

9. Safety Documentation & Reporting

  • Maintain safety policies, SOPs, risk assessments, inspection reports, incident records, training records, and other relevant documentation.
  • Prepare regular OSH performance reports and safety statistics for management.
  • Monitor safety KPIs and recommend continuous improvement initiatives.

10. Environmental & Health Support

  • Support workplace environmental and occupational health programs where applicable.
  • Monitor activities involving hazardous substances, chemical handling, clinical waste, and other potentially harmful materials.
  • Coordinate relevant occupational health monitoring and medical surveillance programs where required.

Qualifications & Requirements

  • Degree/Diploma in Occupational Safety & Health, Engineering, Environmental Health, or a related field.
  • Registered as a Safety & Health Officer (SHO) with DOSH/JKKP, where the position requires statutory SHO competency.
  • Good knowledge of Occupational Safety and Health Act 1994 (Act 514) and applicable Malaysian OSH regulations.
  • Knowledge of HIRARC, PTW, incident investigation, emergency response, safety inspection, and risk management.
  • Relevant experience in healthcare, facility management, construction, manufacturing, or other high-risk environments is an advantage.
  • Strong communication, reporting, investigation, leadership, and problem-solving skills.
  • Able to work independently and interact effectively with employees, management, contractors, and regulatory authorities.

Pay: RM3,200.00 - RM3,500.00 per month
