What The Role Is

You spearhead collaborations with industry partners, Human Resource (HR) policy owners and business stakeholders to drive HR digital transformation through the implementation of MINDEF/SAF's next-generation Human Resource (HR) system using Software-as-a-Service (SaaS) technology. You will shape the strategic direction for HR digital transformation, including the implementation roadmap for the next-generation HR system and the optimal adoption of Human Capital Management (HCM) SaaS capabilities across MINDEF/SAF.

What You Will Be Working On

• Shape the strategic direction for HR digital transformation, including developing the phased implementation roadmap for the next-generation HCM SaaS solution to enable early benefits realisation while balancing technical complexity
• Establish strategic guiding principles and solution approaches that maximise SaaS adoption while ensuring a scalable, resilient, and integrated HR technology ecosystem aligned with business priorities
• Lead a multidisciplinary project team comprising business, HR, technology, and implementation partners to design, configure, and deploy the HCM SaaS solution in alignment with MINDEF/SAF's HR transformation objectives
• Drive stakeholder engagement, align business requirements with system capabilities, and ensure successful delivery across multiple implementation phases
• Keep abreast of industry trends and leading practices, and provide sound recommendations on leveraging SaaS capabilities to modernise HR processes
  
  Challenge(s)
• Effectively identifying the strengths of a multidisciplinary team and deploying team members optimally, whilst managing diverse stakeholder expectations, exercising sound judgement, and translating business requirements into digital solution capabilities
• Identifying and integrating emerging HR technologies whilst ensuring compatibility with MINDEF/SAF's existing systems and balancing business needs with security requirements, all within a high-tempo and dynamic operating environment
• Navigating ambiguity inherent in complex transformation initiatives, articulating complexities clearly to stakeholders, and guiding the team in resolving cross-functional issues whilst maintaining alignment with MINDEF/SAF's digitalisation-focused ecosystem
  
  

What We Are Looking For

• Education in Human Resource, Information Systems, or a related discipline is preferred
• At least 6 years of relevant experience in leading teams, with a proven track record in SaaS technology, IT project management, and/or business process re-engineering
• Strong understanding of and interest in the latest technology developments in the government and commercial sectors
• Strong leadership, critical thinking, and effective communication and interpersonal skills
• Good time and project management skills with the ability to manage competing priorities and deliver outcomes in a fast-paced environment
• Good written and verbal communication skills to present issues, gaps, and project implementation strategies to senior management
