About FMAS
The Federation of Merchants’ Associations, Singapore (FMAS) is a non-profit organisation that represents and champions heartland merchants and hawkers across Singapore.
FMAS works closely with government agencies, industry partners, member associations and community stakeholders to deliver programmes and initiatives that uplift businesses, strengthen communities and inject vibrancy into town and neighbourhood centres.
Role Purpose
The Executive (Projects & Programmes) supports the planning, coordination and delivery of FMAS’s programmes, projects and services.
The role involves working closely with project leads, member associations, vendors and stakeholders to coordinate activities, track deliverables, maintain project documentation and support the effective execution of initiatives.
The Executive is expected to demonstrate good ownership, organisation and follow-through, and will progressively be given opportunities to independently manage projects and workstreams as capability develops.
Key Responsibilities1. Programme & Project Delivery
- Support the planning, coordination and execution of FMAS programmes, initiatives, events and precinct-level projects.
- Assist in translating approved project objectives into clear deliverables, timelines and workplans.
- Develop and maintain project schedules, trackers, records and supporting documentation.
- Coordinate project activities and follow up with relevant internal and external parties to ensure timely completion of deliverables.
- Track project progress and flag potential delays, issues or risks to the Project Lead or Management.
- Support on-ground programme and event execution where required.
- Assist in post-project reviews, reporting and identification of areas for improvement.
- Progressively take ownership of selected projects or workstreams as experience and capability develop.
2. Shared Secretariat Services (SSS)
- Support the delivery of contracted services provided to FMAS member associations under the Shared Secretariat Services framework.
- Coordinate agreed service scopes, timelines and deliverables with member associations, vendors and internal teams.
- Follow up on required information, documentation and action items.
- Track service delivery progress and maintain proper records of work completed.
- Support the timely and professional delivery of services in accordance with agreed requirements.
3. Member, Stakeholder & Vendor Coordination
- Liaise with FMAS member associations, merchants, vendors, partners and other stakeholders in the course of project and programme delivery.
- Support member engagement activities, meetings, events and outreach initiatives.
- Assist with coordination of programme participation, attendance, registrations and related follow-up.
- Engage merchants and members on the ground where required and provide clear information on FMAS programmes and initiatives.
- Coordinate with vendors and suppliers on project requirements, timelines and deliverables.
- Follow up on vendor performance and escalate significant issues where necessary.
- Prepare updates, reports, meeting materials and presentations for internal and external stakeholders.
4. Budgeting & Resource Management
- Assist in preparing project budgets, cost estimates and resource requirements.
- Track project expenditure against approved budgets and maintain proper records.
- Coordinate quotations, invoices and supporting documentation with vendors and the Finance team where required.
- Flag potential budget overruns or discrepancies to the Project Lead.
- Support financial reporting, claims and project documentation where required.
- Ensure appropriate administrative and financial records are maintained for assigned projects.
5. Communications & Outreach Support
- Support programme-related communications, publicity, outreach and engagement activities.
- Coordinate basic digital and social media content relating to assigned projects and programmes.
- Assist with simple content and publicity materials using platforms such as Canva where required.
- Support the preparation of website, newsletter, EDM and publicity content relating to FMAS initiatives.
- Work with the Corporate Communications & Marketing function to ensure programme information and materials are accurate and provided in a timely manner.
- Support the collection of photographs, programme highlights, testimonials and other content arising from projects and events.
6. Organisational & General Support
- Support FMAS membership engagement and outreach activities.
- Assist with events, learning journeys, training programmes, networking sessions and other organisational initiatives.
- Support partnership, sponsorship and fundraising-related activities where required.
- Participate actively in team projects and cross-functional initiatives.
- Provide administrative and operational support related to assigned projects and responsibilities.
- Undertake other duties as assigned by Management, the Executive Director or Project Leads.
RequirementsQualifications & Experience
- Diploma or Degree in Business, Communications, Events Management, Community Development, Public Administration or a related discipline.
- Fresh graduates are welcome to apply.
- Prior internship or working experience in project coordination, events, community programmes, operations or stakeholder engagement would be advantageous.
- Experience in a trade association, non-profit organisation, community organisation or public-sector-linked environment would be advantageous but is not required.

- Good written and verbal communication skills.
- Comfortable communicating and coordinating with different stakeholders.
- Able to work both independently and collaboratively as part of a team.
- Comfortable using Microsoft Office and/or Google Workspace.
- Familiarity with basic digital content creation tools such as Canva would be advantageous.
- Basic understanding of budgeting, cost tracking or project administration would be advantageous.
- Willing and comfortable undertaking on-ground engagements, events and activities when required.
