Project Manager (Housing Development)
Primary Objective
To lead and execute the entire lifecycle of residential property development projects in Mersing, Johor—from land acquisition and regulatory submissions through site construction, quality control, authority approvals, and defect liability management.
Detailed Scope of Duties (A to Z Lifecycle)
Phase 1: Pre-Development & Feasibility (Land & Design)
- Feasibility Studies: Conduct site assessments, earthwork estimates, utility availability checks (SAJ, TNB, Telekom), and flood risk assessments for land packages in Mersing.
- Layout & Master Planning: Coordinate with architects, land surveyors, and C&S/M&E consultants to optimize housing layouts, road access, and drainage reserves.
- Costing & Budgeting: Develop detailed Bill of Quantities (BQ) benchmarks, preliminary site budget baselines, and project execution schedules.
Phase 2: Regulatory Approvals & Authority Liaison
- KM & Plan Submissions: Drive submissions for Kebenaran Merancang (Planning Permission), Earthwork, Building Plans, and Infrastructure Plans to Majlis Daerah Mersing (MDM).
- Statutory Body Engagement: Liaise directly with relevant technical departments, including:
- JPS (Drainage & Irrigation)
- JKR (Public Works Department)
- Ranhill SAJ (Water Supply)
- TNB (Electricity)
- Indah Water Konsortium (IWK) / Local Sewerage Authorities
- BOMBA (Fire & Rescue)
- APDL & Land Matters: Coordinate with lawyers and land administrators for land conversion, subdivision (Pecah Sempadan), and Advertising Permit & Developer’s License (APDL) requirements.
Phase 3: Procurement & Tender Management
- Tender Document and Preparation: Monitor, review and check the tender of the documentation
- Contractor Selection: Evaluate bids, conduct value engineering, negotiate terms, and award construction contracts.
Phase 4: Construction Management & Site Execution
- Supervision & Progress Control: Monitor daily/weekly site operations to ensure work adheres to approved structural, civil, and architectural drawings.
- Quality Assurance (QA/QC): Inspect structural integrity, concrete pouring, soil compaction, piling, infrastructure works, and material testing.
- Cost & EOT Management: Manage variation orders (VOs), review contractor progress claims, and handle Requests for Extension of Time (EOT).
Phase 5: Handover, CCC, & Post-Construction
- Final Inspections: Coordinate final technical inspections with MDM and relevant technical agencies.
- Certificate of Completion and Compliance (CCC): Clear all authority conditions to ensure smooth signing and issuance of the CCC by the Professional Engineer / Architect.
- Vacant Possession (VP) & DLP: Oversee the handover of keys to house buyers and manage rectification works during the Defect Liability Period (DLP).
3. Required Qualifications & Credentials
- Education: Bachelor’s Degree in Civil Engineering, Structural Engineering, or Construction Management from a recognized university.
- Experience: Minimum 5-6 years of hands-on experience in landed housing developments in Malaysia, with proven experience dealing with local Johor state authorities (Majlis Daerah / Pejabat Tanah) and completing at least 2 housing projects.
- Key Skills: Expert knowledge of UBBL (Uniform Building By-Laws), National Land Code, authority submission processes in Johor. Ability to review drawings and schedules using AutoCAD, MS Project and contractor management.
