The job holder leads a team within the Hiring HUS (Home Team Uniformed Scheme) Section in delivering end-to-end hiring services for the HTDs under his or her charge, ensuring that hiring outcomes are timely, accurate and responsive to operational needs. S/He oversees service delivery against the agreed service levels and KPIs for the respective Home Team Departments (HTD), while ensuring compliance with WOG Instruction Manuals (IMs), MHA-specific policies and prevailing guidelines. S/He also plays a key role in strengthening operational controls and driving improvements to ensure hiring processes remain audit-ready, data-secure and effective.

Beyond day-to-day operations, the job holder is expected to actively shape and improve the delivery of hiring services. This includes leading the team in managing and engaging a diverse range of internal and external stakeholders, navigating complex hiring issues, negotiating practical solutions and resolving operational challenges. S/He will also leverage data, digital tools and technology-enabled solutions to identify opportunities for improvement, redesign processes and guide the team in adopting new ways of working, contributing to a more efficient and future-ready hiring operations.

Note: All new hires are appointed on a 2-year contract at first instance.

• Support the Section Head in leading and managing the day-to-day HR operations of the Hiring HUS team, including overseeing workload and service delivery, monitoring key performance indicators (KPIs) and service standards, guiding team members, and addressing cross-cutting operational issues across the Hiring HUS teams.
• Develop, review and strengthen SOPs, governance controls and operational processes to ensure consistent, compliant and efficient delivery of hiring services, while identifying opportunities to streamline work and strengthen operational effectiveness.
• Oversee the end-to-end hiring operations for assigned HTDs and schemes, providing direction and guidance to team members on complex or escalated cases, and resolving issues with broader implications for service delivery, policy compliance, operational consistency or stakeholder management.
• Lead and drive continuous improvement initiatives across hiring operations, including identifying process gaps, service bottlenecks and opportunities for automation, and implementing practical solutions to improve productivity, strengthen governance and enhance the candidate and stakeholder experience.
• Leverage operational data, team insights and stakeholder feedback to drive service and process improvements, including monitoring performance, identifying emerging trends and operational risks, and recommending and implementing data-driven and technology-enabled solutions.
