Key Skills and Competencies:
The HR Administrator & General Affairs Executive is responsible for supporting the day-to-day Human Resources and General Affairs functions of the company. The role covers HR administration, employee records, attendance, payroll support, recruitment coordination, employee welfare, foreign worker administration, office and facility management, and coordination with government authorities and external service providers.
The position requires a highly organized and responsible individual who can manage confidential employee information, ensure timely completion of HR and administrative activities, and provide effective support to management and employees.
RESPONSIBILITIES AND ACCOUNTIBILITIES
1. HR Administration
- Manage day-to-day HR administrative activities and maintain accurate employee records.
- Maintain and update employee personal files, employment records, contracts, letters, and HR documentation.
- Manage employee attendance, leave, medical leave, overtime, and other HR-related records.
- Prepare HR letters, confirmation letters, employment-related correspondence, and other documentation.
- Maintain proper filing systems, both physical and electronic.
- Ensure HR records are accurate, updated, confidential, and readily accessible when required.
2. Recruitment & Onboarding
- Coordinate recruitment activities, including job postings, candidate screening, interview arrangements, and follow-up.
- Coordinate with recruitment agencies, job portals, and external recruitment partners.
- Prepare employment offers and onboarding documentation.
- Coordinate new employee onboarding, induction, orientation, and documentation.
- Ensure new employees complete the required HR documentation and company procedures.
- Maintain an updated recruitment and manpower status report.
3. Payroll & Employee Benefits Administration
- Support the preparation and verification of monthly payroll information.
- Verify attendance, overtime, allowances, deductions, leave, and other payroll-related information before submission to payroll.
- Maintain records of employee benefits, allowances, claims, and entitlements.
- Coordinate employee statutory matters and documentation with the relevant parties.
4. Foreign Worker & Expatriate Administration
- Manage administrative documentation relating to foreign workers and expatriates.
- Coordinate work permit, employment pass, visa, medical examination, insurance, and related renewal matters where applicable.
- Maintain an up-to-date register of foreign workers, permits, passports, expiry dates, and related documentation.
- Liaise with relevant government authorities, agencies, immigration representatives, and appointed agents.
- Monitor renewal deadlines and ensure required documentation is submitted on time.
- Coordinate foreign worker accommodation documentation, records, inspections, and related administrative requirements.
- Ensure employee documentation is properly maintained and available for inspection or audit.
5. Government & Regulatory Liaison
- Coordinate with relevant government authorities and external agencies on HR and administrative matters.
- Monitor applicable employment-related requirements, licenses, permits, registrations, and statutory requirements relevant to HR and General Affairs.
- Assist in preparing and submitting applications, renewals, notifications, and supporting documents.
- Maintain a register of relevant licenses, permits, certificates, and renewal dates.
- Follow up on applications, approvals, inspections, and outstanding matters.
- Support the company during government inspections, audits, inquiries, and official visits.
6. General Affairs & Facility Management
- Manage day-to-day general administrative and office activities.
- Coordinate office, factory, staff facilities, and common-area requirements.
- Monitor office supplies, stationery, pantry supplies, uniforms, PPE, and other administrative items.
- Coordinate maintenance, cleaning, security, pest control, waste management, transportation, and other facility-related services.
- Liaise with contractors, suppliers, service providers, landlords, and building management.
- Monitor service contracts, quotations, invoices, and renewal dates.
- Ensure office and employee facilities are properly maintained and operational.
7. Employee Welfare & Engagement
- Support employee welfare activities, company events, engagement activities, and staff communications.
- Coordinate employee welfare matters, including accommodation, transportation, uniforms, and other employee-related services.
- Assist in organizing staff activities, celebrations, training programs, and company events.
- Attend to employee administrative enquiries and coordinate with the relevant departments for resolution.
- Support initiatives relating to employee engagement, retention, and workplace culture.
8. HR Documentation & Compliance
- Ensure HR and administrative documents comply with company policies and applicable requirements.
- Assist in developing and updating HR policies, procedures, forms, SOPs, and checklists.
- Identify gaps in HR administration and coordinate corrective actions.
- Maintain proper records of HR correspondence, approvals, employee documentation, and government communications.
- Ensure confidential employee and company information is securely maintained.
- Support internal and external audits by preparing relevant HR and administrative records.
9. Reporting & Management Support
- Prepare monthly HR and General Affairs reports for management review.
- Maintain manpower, recruitment, attendance, turnover, leave, foreign worker, and other relevant HR reports.
- Track important deadlines, renewals, contracts, permits, licenses, and administrative commitments.
- Provide management with timely updates on outstanding HR and administrative matters.
- Support management with HR, administration, and general affairs projects.
- Perform other duties and ad-hoc assignments as required by management.
Education and Experience:
1. Diploma or Bachelor's Degree in Human Resources, Business Administration, Management, or a related discipline.
2. Preferably 2–5 years of experience in HR administration, general affairs, administration, or a related position.
3. Experience in a manufacturing environment will be an advantage.
4. Experience handling foreign worker or expatriate administration will be an added advantage.
5. Experience dealing with government authorities, agencies, recruitment agencies, contractors, and external service providers is preferred.
6. Strong organizational and documentation skills.
7. Good communication and interpersonal skills.
8. Good command of written and spoken English and Bahasa Malaysia.
9. Proficient in Microsoft Office, particularly Excel, Word, and PowerPoint.
10. Strong attention to detail and ability to maintain accurate records.
11. Able to manage multiple tasks, deadlines, and priorities independently.
12. Mature, responsible, trustworthy, and able to maintain confidentiality.
13. Proactive and capable of working with employees at different levels of the organization.
