About the Role
The role focuses on development planning and pre-development feasibility, including establishing planning and technical parameters for land acquisition, assessing approval pathways and constructability, and providing structured handover and cross-functional support to project teams.
Responsibilities
Pre-Development Planning Input for Land Acquisition
- Establish the development potential of a site before acquisition — planning parameters, zoning, plot ratio, density, setbacks, height controls, land use conversion and land status.
- Firm up planning assumptions so that yield, GDV and programme used in the acquisition case rest on verified parameters rather than estimates.
- Work with consultants to produce and review preliminary layout plans, massing and development concepts to test achievable yield against site constraints.
- Prepare the planning and technical inputs to the feasibility study (FS) and the acquisition paper submitted to management and the Investment Committee.
- Identify the planning and technical assumptions that carry the most risk to the deal, and close them out before commitment where possible.
Approval Pathway & Authority Requirements (Assessment Stage)
- Map the approval pathway applicable to the site — Development Order / Kebenaran Merancang (KM), Pelan Bangunan (BP), earthworks, land conversion and infrastructure requirements.
- Establish realistic approval timelines, sequencing and likely conditions, so these are reflected in the acquisition programme and cashflow assumptions.
- Engage local authorities, PLANMalaysia, land office and technical agencies (TNB, water operator, IWK, JPS, JKR, JAS) at enquiry stage to confirm requirements and surface constraints early.
- Review consultant advice on planning compliance and flag where a scheme is unlikely to be approved as conceived.
Technical Feasibility & Constructability Assessment
- Evaluate site constraints — topography, soil conditions, access, drainage, utility and infrastructure capacity, encumbrances — and translate them into cost, programme and development implications.
- Assess development feasibility from technical, engineering and constructability perspectives.
- Provide technical input on JV structuring, including development scope, phasing strategy and realistic execution timelines.
Construction Methodology & Cost Input
- Evaluate construction systems such as IBS (Industrialised Building System), precast, modular and off-site fabrication against conventional methods at the feasibility stage.
- Analyse cost-benefit, buildability, construction timelines and resource implications to support the method assumed in the feasibility case.
- Contribute to value engineering (VE) discussions with consultants and contractors during concept and feasibility stages.
New Territory Assessment
- Assess new states or regions for infrastructure readiness, planning frameworks, local authority requirements and development constraints.
- Analyse planning parameters, zoning requirements, density controls and engineering limitations applicable to prospective markets.
Handover & Cross-Functional Support
- Hand over a documented planning basis — parameters, approval pathway, constraints, assumptions and open risks — to the Project and Development teams on acquisition.
- Remain available as a point of reference during subsequent submission and design stages, while delivery accountability sits with the Project team.
- Work alongside Project, Design, Construction, consultants and JV partners to keep the assumptions made at acquisition consistent with what is later delivered.
Qualifications
- Degree in Town Planning, Urban & Regional Planning, Civil Engineering, Architecture, Quantity Surveying or a related built-environment discipline.
Required Skills
- 3 to 6 years of experience in development planning, pre-development, feasibility or authority submissions — with a property developer, planning consultancy, or architectural / engineering consultancy.
- Working knowledge of Malaysian development control: planning guidelines, local authority requirements, the OSC submission process and the KM / BP approval pathway.
- Able to read and comment on layout plans, architectural and C&S drawings.
- Able to form a defensible view on what a site can yield and state the assumptions behind it.
- Comfortable dealing directly with authorities and consultants.
- Strong written and spoken English and Bahasa Malaysia.
