The Finance & Admin Executive plays a vital role in upholding the financial health, operational compliance, and administrative efficiency of the Town Council. This role combines full-set accounting functions, statutory fund management, and day-to-day corporate administrative support to ensure seamless township operations and adherence to Ministry of National Development (MND) guidelines.

Key Responsibilities

• Financial Operations: Handle AP, AR, GL reconciliations, vendor disbursements, and day-to-day accounting transactions.

• Fund & Tax Management: Process government grants, execute inter-fund transfers (Operating vs. Sinking Funds), and prepare GST returns.

• Budgeting & Audit: Assist in budget preparation, monitor expense variances, and prepare financial statements for internal and external audits.

• Arrears & Admin: Track Service & Conservancy Charges (S&CC) arrears, maintain fixed asset registers, manage office procurement, and handle general administrative tasks.

Requirements

• Qualifications: Diploma / Degree in Accountancy, Finance, ACCA, or equivalent.

• Experience: 2 to 4 years in full-set accounting or financial administration; experience in property management, Town Councils, or public sector environments is preferred.

• Technical Skills: Proficiency in MS Office applications, including Excel and Word

• Key Attributes: Meticulous, organized, able to meet statutory deadlines, and strong communication skills.
