SUMMARY STATEMENT OF DUTIES

The Manager, COE – Learning, Performance & Analytics is responsible for designing and driving the Group’s learning, talent development, performance management, and workforce analytics strategies. The role serves as the centre of excellence for capability development, performance culture, and people insights, ensuring alignment with business objectives and organizational growth.

ESSENTIAL DUTIES AND RESPONSIBILITIES include but not limited to the following:

Learning & Capability Development

• Develop and maintain the Group-wide capability framework, competency models, and skills architecture aligned with business strategy.
• Design and implement enterprise learning strategies, learning roadmaps, and development frameworks for all employee segments.
• Establish leadership development, succession readiness, and technical capability-building programmes across the Group.
• Monitor learning effectiveness and evaluate development initiatives through measurable business and talent outcomes.
• Drive a continuous learning culture by promoting best practices, knowledge sharing, and capability enhancement initiatives.

Performance Management

• Lead the design, governance, and continuous improvement of the Group Performance Management Framework.
• Oversee annual performance management cycles, goal-setting processes, performance reviews, talent calibration, and moderation exercises.
• Partner with business leaders to ensure consistent application of performance standards and talent evaluation practices.
• Provide guidance and recommendations on performance improvement, high-potential talent development, and organizational capability gaps.
• Drive a high-performance culture through effective performance measurement and accountability mechanisms.

Workforce Analytics & People Insights

• Develop and manage enterprise people analytics frameworks, dashboards, and workforce reporting systems.
• Analyse workforce trends, talent metrics, productivity indicators, and organisational effectiveness data to support strategic decision-making.
• Generate actionable insights and recommendations for CEOs, EXCO members, and senior leadership teams.
• Establish predictive and diagnostic analytics models to support workforce planning, talent management, retention, and capability-building initiatives.
• Ensure data integrity, reporting accuracy, and effective governance of workforce analytics across the Group.

Business Partnership & Governance

• Collaborate with subsidiary companies and business units to strengthen learning governance, performance discipline, and talent development practices.
• Provide strategic advisory support to leaders on workforce capability, talent effectiveness, and organisational development matters.
• Establish policies, frameworks, and governance standards related to learning, performance, and people analytics.
• Benchmark industry best practices and recommend innovative solutions to enhance organisational capability and workforce performance.
• Drive cross-functional initiatives and change management efforts related to people development and performance excellence.

Continuous Improvement

• Identify opportunities to improve learning effectiveness, workforce productivity, employee performance, and talent outcomes.
• Lead transformation initiatives that enhance organisational capability, workforce planning, and people analytics maturity.
• Support strategic People priorities and undertake any other duties as assigned by the Head of People.
