Supports or leads the organization’s work to understand and meet regulatory requirements in the utilities sector. Works with legal, finance, operations, engineering, customer service, and leadership teams to assess how laws, regulations, licence conditions, tariff decisions, and regulatory guidance may affect the business. The role may cover electricity, gas, water, or other regulated utility services.

A Utilities Regulatory Analyst monitors regulatory developments, gathers data, prepares analyses, and supports filings and reporting. A Utilities Regulatory Consultant advises internal teams or utility clients on regulatory strategy, compliance processes, rate matters, and responses to regulatory proposals. A Utilities Regulatory Manager leads the regulatory function or program, sets priorities, oversees submissions and stakeholder engagement, and represents the organization in discussions with regulators and industry bodies.

Prepares or coordinates regulatory filings, tariff applications, licence reports, consultation responses, information requests, and supporting evidence. Reviews operational and financial data for completeness and consistency, explains assumptions, and works with subject matter experts to develop clear submissions. Tracks filing calendars, commitments, regulatory decisions, and required actions, and ensures responsible teams understand their obligations and deadlines.

Analyzes the potential effect of regulatory proposals or decisions on rates, revenue, investment plans, service standards, customer programs, and operations. Supports regulatory strategy by assessing options, risks, and likely business impacts. Coordinates engagement with regulators, government agencies, industry associations, customer groups, and other stakeholders. Maintains records of regulatory correspondence and decisions, reports on emerging issues, and helps improve compliance processes and internal controls.

• Bachelor’s degree in economics, finance, public policy, law, engineering, business, or a related field
• Experience in regulatory affairs, utilities, energy, water, public policy, compliance, or consulting
• Familiarity with regulatory filings, tariff or rate processes, licence obligations, and stakeholder consultations
• Strong research and analytical skills, including the ability to interpret regulatory documents and assess business impacts
• Ability to analyze financial, operational, customer, or service data and explain assumptions clearly
• Strong writing and presentation skills for submissions, reports, briefings, and consultation responses
• Good organization and project-management skills for coordinating evidence, contributors, approvals, and deadlines
• Ability to work effectively with technical specialists, legal counsel, finance teams, regulators, and business leaders
• Sound judgment and discretion when handling confidential commercial or regulatory information
• Proficiency with spreadsheets and standard reporting tools
• Experience in rate design, cost-of-service analysis, regulatory accounting, or utility planning is an asset
• Knowledge of the relevant jurisdiction’s regulatory framework is beneficial
• Relevant qualifications in economics, accounting, law, energy, or public utility regulation are an asset
• Team leadership, regulatory strategy, major filing ownership, and senior stakeholder representation may be expected for manager-level positions
