Diploma or Bachelor's Degree in Quantity Surveying, Construction Management, or a related discipline.

Minimum of 5 years of proven experience in tendering and project QS roles (experience in E&E/M&E projects is highly preferred).

Solid understanding of contract administration and standard forms of contract (PAM, JKR, CIDB, FIDIC).

Highly proficient in MS Excel, AutoCAD, and industry-standard QS software (e.g., CostX, Glodon Cubicost).

Excellent analytical, negotiation, and interpersonal communication skills for effective stakeholder management.

Self-driven, resilient under pressure, and capable of working independently to meet tight tender deadlines.

Develop comprehensive cost estimates, project budgets, and feasibility studies for new and ongoing projects.

Manage the end-to-end preparation of tender documents, BQ/BOQ, and pricing schedules within strict deadlines.

Perform accurate quantity take-offs, measurements, material sourcing, and labour costing.

Source, evaluate, and strategically negotiate competitive quotations from suppliers and subcontractors.

Analyse complex drawings and specifications to execute detailed and accurate cost breakdowns.

Administer contracts and evaluate tenders in strict compliance with standard forms (e.g., PAM, JKR, FIDIC).

Drive project cost monitoring, cash flow management, and implement effective cost-control measures.

Evaluate and certify subcontractor claims, progress payments, variation orders (VOs), and final accounts.

Liaise professionally with clients, consultants, suppliers, and contractors on all commercial matters.

Provide expert cost advice, risk assessments, and value engineering input to optimize project margins.

Conduct ongoing market research on construction costs and material trends, reporting commercial risks to Management.
