What You'll Do:
- Timely execution of assigned ABAC programme workplan milestones and deliverables
- ABAC policies, procedures and supporting documents maintained, current and audit-ready
- Corruption Risk Assessments (CRA) facilitated and completed per schedule; Corruption Risk Register maintained and up to date
- Second-line conformance reviews of ABAC clauses and third-party due diligence requirements completed per plan; findings documented and tracked to remediation
- Waiver assessments prepared accurately and submitted to Associate Director within agreed timelines; waiver register and declaration tracker maintained and current
- Ethics and integrity advisory queries responded to in a timely manner; advisory log maintained accurately
- Whistleblowing Framework documents maintained and current; oversight reports prepared and submitted to Associate Director within agreed timelines
- ABAC training sessions delivered on schedule; training completion rates accurately tracked and reported across TNGD Group and its subsidiaries
- Subsidiary coordination activities completed per schedule; effective liaison maintained with subsidiary focal points
- Compliance with MACC Adequate Procedures documentation requirements maintained at all times
1) ABAC Programme Delivery
- Support the implementation and operationalisation of the Group's ABAC Programme across all five TRUST Principles, in accordance with the annual ABAC workplan.
- Develop, review and maintain ABAC policies, procedures, SOPs and supporting templates; ensure documents are current, accurately versioned and accessible.
- Track and monitor the ABAC implementation workplan, reporting progress and flagging risks or delays to the Associate Director on a regular basis.
- Coordinate ABAC compliance activities with subsidiary compliance focal points and business unit representatives; maintain coordination logs and follow-up records.
- Assist in preparing ABAC programme reports, dashboards and presentations for Senior Management and Board/committee governance forums.
- Conduct periodic reviews to assess ABAC programme effectiveness and recommend improvements to the Associate Director.
2) Corruption Risk Assessment & Control Monitoring
- Facilitate and support the Group's Corruption Risk Assessment (CRA) process, including scheduling, risk identification workshops, risk scoring, and control gap analysis documentation.
- Maintain and update the Corruption Risk Register; track residual risk status and control implementation timelines; flag overdue items to the Associate Director.
- Conduct ABAC control monitoring activities including desk reviews and effectiveness testing and prepare findings reports with recommended remediation actions.
- Assess integrity risk in business processes, new products, and significant transactions as assigned, and recommend mitigation measures.
- Monitor emerging ABAC regulatory and enforcement developments; prepare summaries of implications for the Associate Director's review.
3) Whistleblowing Framework Support & Governance
- Maintain and update all Whistleblowing Framework documents including the Group Whistleblowing Policy, procedures, FAQs, channel guides and supporting templates to ensure they remain current, accurate and aligned with the Whistleblower Protection Act 2010 and MACC Adequate Procedures requirements.
- Coordinate the periodic Whistleblowing Framework review process: schedule review sessions, track action items through to completion and maintain the review log and evidence file.
- Liaise with the operationalising department to obtain aggregate whistleblowing data; prepare consolidated trend analyses and governance oversight reports for the Associate Director.
- Monitor whistleblowing-related regulatory and legislative developments; summarise potential implications for the framework and flag to the Associate Director.
- Maintain the Whistleblowing Framework documentation suite as audit-ready, ensuring all governance records, review evidence and version histories are complete and accessible.
4) ABAC Clause Review, Third-Party DD Conformance & Waiver Governance
- Conduct second-line conformance reviews to assess whether ABAC contractual clauses and third-party integrity due diligence requirements have been correctly applied by business units; document findings and track remediation.
- Review ABAC-related integrity declarations submitted by employees and counterparties — including conflict-of-interest disclosures, gifts and hospitality declarations, and business associate attestations — identify anomalies and escalate potential breaches to the Associate Director.
- Assess waiver requests submitted by business units for ABAC-related declaration or due diligence requirements; prepare analysis papers with risk assessment and recommendation for the Associate Director's review.
- Maintain the waiver register and declaration conformance tracker across TNGD Group and its subsidiaries; monitor outstanding items, follow up on overdue cases and prepare status reports.
- Provide advisory to business units and subsidiaries on the correct application of ABAC clauses, declaration requirements and due diligence standards; issue guidance notes and respond to queries in a timely manner.
- Maintain ABAC clause and declaration governance records and evidence files; ensure they are accurate, complete and audit-ready at all times.
5) Ethics & Integrity Advisory
- Support the Associate Director in providing ethics and integrity advisory to business units, subsidiaries, employees and Senior Management across TNGD Group and its subsidiaries.
- Assess integrity risks in business activities, transactions and relationships as assigned; research applicable ABAC standards and prepare advisory notes or position papers for the Associate Director's review.
- Handle first-level ethics advisory queries from employees and business units — including guidance on conflict-of-interest situations, gifts and hospitality, and facilitation payments — escalating complex or high-risk cases to the Associate Director.
- Maintain an ethics advisory log, tracking queries received, guidance issued and escalations; prepare periodic summaries for reporting purposes.
- Assist in developing and updating ethics advisory guidance materials, FAQs and reference documents for publication on the Integrity Resource Hub.
6) Training, Awareness & Communication
- Develop and deliver ABAC training content — including e-learning modules, facilitator-led workshops and targeted sessions for high-risk business functions — in accordance with the annual training calendar.
- Track and report ABAC training completion rates across TNGD Group and subsidiaries; escalate material gaps to the Associate Director.
- Produce integrity awareness materials — newsletters, campaigns, posters and intranet content — to sustain a visible and engaging awareness programme.
- Maintain training records and the ABAC training calendar; ensure compliance with mandatory training requirements.
- Provide guidance and coaching to business unit staff on the practical application of ABAC policies and controls.
7) Monitoring, Reporting & Documentation
- Prepare periodic internal ABAC reports, conformance review summaries, waiver status reports and regulatory submissions as directed by the Associate Director.
- Maintain accurate, complete and up-to-date documentation across all Integrity & Ethics workstreams; ensure evidence files are audit-ready at all times.
- Support external assurance exercises, internal audit reviews and MACC-related assessments by preparing documentation and coordinating responses.
- Stay abreast of changes in ABAC and integrity-related regulatory requirements and provide proactive written summaries to the Associate Director.
8) Additional Responsibilities
- Assist the Associate Director in the development and execution of the annual Integrity & Ethics work programme.
- Provide necessary support in ensuring audit findings and compliance gaps within the Integrity & Ethics remit are closed within agreed timelines.
- Undertake any other assignments, initiatives or projects as requested by the Associate Director, Director, Compliance & Governance or Management from time to time.
Role Requirements:
- Minimum Bachelor's Degree in Law, Governance, Finance, Risk Management, Business Administration or a related discipline; professional compliance or anti-corruption certifications are an advantage (e.g., CEIO, OACP).
- Minimum 5 years of relevant experience in compliance, integrity, legal, governance or audit functions, preferably within financial services, fintech or a regulated industry; minimum 1 year of experience with direct ABAC, anti-corruption or related compliance programme responsibilities.
- Good knowledge of Malaysian anti-corruption legislation — MACC Act 2009 (Section 17A), MACC (Amendment) Act 2018 — and the Whistleblower Protection Act 2010.
- Strong analytical, research, and report-writing skills with high attention to detail; ability to prepare clear, well-reasoned advisory notes, conformance findings and waiver assessment papers.
- Good interpersonal and communication skills; ability to engage and coordinate with stakeholders across all levels of TNGD Group and its subsidiaries.
- Ability to manage multiple priorities, meet deadlines and work independently with minimal supervision.
- Proficiency in Microsoft Office suite and document management tools; familiarity with compliance management systems is an advantage.
- High integrity, discretion and an unwavering commitment to ethical conduct.
- Proficiency in English and Bahasa Malaysia (written and spoken).
