Job Purpose
We are looking for an entrepreneurial, hands-on
Manager, HR Consultant (Job Redesign)
with a proven track record in both project delivery and business development. In this dual-function role, you will be responsible for bringing in your own portfolio of SME clients while leading Job Redesign (JR) engagements from inception to completion.
You will serve as the primary strategic advisor for clients participating in government-assisted workforce transformation initiatives. This role requires a balance of client acquisition, workplace analysis, change management, and grant administration—ensuring high-quality delivery that aligns with Singapore’s national productivity frameworks while expanding our firm's client footprint.
Key Responsibilities
1. Business Development & Client Acquisition
Identify and secure new business opportunities by leveraging your professional network to onboard SMEs into government-assisted Job Redesign initiatives.
Drive revenue growth by pitching, scoping, and closing commercial HR consulting contracts.
Build and maintain strong client relationships to position the firm as a long-term strategic partner for ongoing workforce transformation.
2. End-to-End Project Delivery
Manage a portfolio of concurrent, Job Redesign projects, acting as the principal consultant from project kick-off to closure.
Analyse current workflows, operational timelines, and manual processes to identify productivity bottlenecks and inefficiencies.
Redesign traditional job scopes into future-ready roles that optimize the use of technology, software, or automation.
Develop practical OJT structures and training plans, and change management strategies to help employees transition smoothly into their redesigned roles.
3. Stakeholder Management &Coordination
Guide SME founders, business owners, and senior managers, through the step-by-step JR process with clear communication.
Coordinate closely with external program partners, training providers, and government agencies to ensure all project milestones are met on time.
4. Documentation & GrantAdministration
Draft and review formal Job Redesign reports, optimized organizational charts, and future ready Job Descriptions.
Oversee total project compliance, ensuring all client evidence and documentation meet strict audit standards for successful funding submission (such as PSG-JR or EDG).
Requirements
Diploma or Degree in Business Administration, Human Resources, Management or a related discipline.
5 to 8 years of experience in HR consulting with a proven track record of executing Job Redesign (JR) projects in Singapore.
Demonstrated commercial acumen with experience in client acquisition, pipeline management, or meeting business development targets.
Proficient in business writing with professional presence to present to business owners and management teams.
Ability to balance business development activities alongside tight project delivery deadlines.
Solid understanding of Singapore’s enterprise grant ecosystem, WSG/MOM compliance rules, and the Business Grants Portal (BGP), with specific expertise navigating schemes like the Enterprise Development Grant (EDG) and the Workforce Development Grant / Jobs Growth Incentive (WDG JR+).
