Job Summary
Lead the Branch’s Treasury department to ensure compliance, optimize liquidity, and support strategic decision-making aligned with regulatory requirements and business objectives.
Responsibilities
Lead and manage the Branch’s Treasury function to ensure treasury activities comply with Bank policies, delegated authorities, Head Office guidelines, and regulatory requirements
Provide market analysis, business insights, and strategic recommendations to support Branch Management’s treasury-related decisions
Oversee liquidity management to maintain compliance with local regulatory requirements and optimize cash flow
Direct Treasury dealers to analyze liquidity positions, financial markets, and treasury products for informed decision-making
Review, approve, and monitor treasury transactions within authorized limits to ensure timely execution and adherence to internal controls
Prepare and present treasury business analysis, market updates, and strategic recommendations to the Asset and Liability Management Committee (ALCO)
Monitor significant market developments and report material changes and operational issues promptly to Branch Management
Communicate decisions from Branch Management and committee meetings to the Treasury team efficiently
Allocate duties, provide guidance, and supervise Treasury staff to ensure efficient daily treasury operations
Conduct performance evaluations, deliver coaching and development, and recommend recognition or disciplinary actions per Bank policies
Lead the Branch’s Asset and Liability Management function to balance risks and returns effectively
Serve as a member of ALCO, Credit Committee, Compliance Committee, and Risk Management Committee to contribute to governance and risk oversight
Develop and maintain effective relationships with Financial Institutions, regulators, and market participants to support business growth
Identify and support initiatives to enhance treasury business performance and strengthen market presence
Perform other duties assigned by Branch Management related to the role’s scope
Job competencies and qualifications
Bachelor’s Degree in Banking & Finance, Commerce, Economics, Business, or a related discipline
At least 15-20 years of relevant experience in treasury, financial markets, or banking, including managerial or leadership responsibilities
Strong knowledge of treasury products, liquidity management, asset and liability management, and financial markets
Good understanding of applicable regulatory requirements relating to treasury operations
Strong analytical, leadership, communication, stakeholder management, and decision-making skills
Appointment to this position is subject to the relevant approval by the Monetary Authority of Singapore (MAS), where applicable
