A. JOB SUMMARY

Head of Integrity Department (HID) is the catalyst towards sparking a culture of integrity through the implementation of the four core functions in Clause 2 of the Integrity Department Guidelines and Functions. The HID reports directly to the Board Integrity and Governance Committee (BIGC) regarding activities and issues on integrity in the organisation and reports to the Chief Executive Officer on the daily operational duties.

B. ROLES AND RESPONSIBLITIES

• Responsible in ensuring the operation of the four (4) core functions of Integrity Department are operating and running effective and efficiently as follows:
• Ensuring timeliness, expertise and efficiency in managing the risk of corruption, abuse of power and malpractice in the organisation.
• Implementing the functions of HID effectively, without influence from any internal or external parties.
• Avoiding conflict of interest in any exercise of official duty.
• Coordinating, supervising, monitoring and assessing the organisation’s integrity programmes.
• Advising the Head of Organisation in matters involving integrity, corruption and abuse of power.
• Carrying out the compliance function and objective of the ISO 37001:2016 Anti-Bribery Management System.
• Preparing an Organisation Anti-Corruption Plan which details the anti-corruption strategic action plan in the organisation.
• Carrying out duties on organisational integrity management from time to time based on the enforced law and regulations.
• Carrying out benchmarking for integrity programs in comparison to other organisations for continuous improvement.
• Establishing good relations with the organisation’s Senior Management in order to enhance awareness on corruption, abuse of power and malpractice as well as violation of integrity.
• Establishing a systematic integrity complaint system to ensure action is taken on every report on criminal misconducts, corruption, abuse of power and malpractice, as well as violation of organisational code of conduct and ethics.
• Supervising the detection and verification on reports of criminal misconduct, corruption, abuse of power and malpractice that the HID receive in the organisation, following which ensuring appropriate action is taken.
• Planning, implementing and coordinating integrity enhancement programs to boost moral values, ethics and integrity among officers and staff of the organisation.
• Ensuring the best governance practice is upheld towards strengthening integrity of officers and staff in the organisation as well as in dealing with integrity issues, in particular those of corruption, abuse of power and malpractice.
• Attend to any task as and when required by BIGC or CEO.

C. ROLE REQUIREMENTS

• Demonstrate personality of high integrity, works ethics and energy to institutionalise integrity culture.
• Multi-task, initiative-taker, dependable, competent, independent, assertive and at the same time diplomatic and tact.
• Strong qualitative and quantitative analysis, highly analytical, organisational skills and task management.
• Presentable, confident and have the ability to interact at all levels in the organisation.
• Meticulous analysis in examination of facts and documents.
• Utmost discretion and ability to maintain confidentiality.
• Highly results driven with a powerful sense of urgency.
• Excellent ability to communicate in Bahasa Malaysia and English language.
• Excellent report writing and presentation skills in Bahasa Malaysia and English language.
• Certified as a Certified Integrity Officer by Malaysia Anti-Corruption Academy (MACA).
• Strong legal and governance background, compliance, risk management, legal practice or in-house counsel will be an advantage.
