Position Overview
The Executive Secretary serves as the primary administrative and governance anchor of the association. Operating as the central point of contact for the Executive Committee, council members, and general membership, this role ensures the flawless execution of secretarial duties, legal compliance, and daily office operations. The ideal candidate thrives in an autonomous environment, possesses exceptional documentation skills, and acts as the structural spine of the association.

Key Responsibilities1. Board Governance & Secretariat Management
- Meeting Coordination: Schedule, organize, and manage logistical arrangements for Council Meetings, Annual General Meetings (AGMs), and Extraordinary General Meetings (EGMs).
- Minutes & Documentation: Draft comprehensive agendas, compile essential board papers, and record highly accurate minutes of all official proceedings.
- Action Item Tracking: Proactively track resolutions and action items passed by the council to ensure timely implementation by responsible parties.
- Archiving: Maintain and safeguard all official correspondence, historical archives, statutory records, and the association’s common seal.
2. Regulatory Compliance & Constitutional Law
- Statutory Filings: Prepare and submit mandatory annual returns, updated committee lists, and audited financial statements to the Registry of Societies (ROS) or relevant local authorities.
- Constitutional Adherence: Ensure all association activities, voting procedures, and membership admissions strictly adhere to the Association’s Constitution and By-Laws.
- Regulatory Monitoring: Keep the Executive Committee informed of any changing local regulations or statutory amendments affecting non-profit/professional bodies.
3. Membership Administration & Communication
- Database Management: Maintain an accurate, secure, and up-to-date digital database of all corporate, individual, and honorary members.
- Member Relations: Act as the primary gatekeeper for all member inquiries, processing new membership applications, and coordinating onboarding orientations.
- Subscription Management: Oversee the annual membership renewal cycle, including issuing renewal notices, tracking subscription collections, and generating invoices/receipts.
- Circulars & Notices: Draft and distribute official association announcements, circulars, newsletters, and press releases.
4. Event Coordination & Project Support
- Event Planning: Assist the committee in executing association events, such as industry seminars, networking sessions, annual dinners, and educational webinars.
- Vendor & Logistics Management: Coordinate venue bookings, catering, audio-visual setups, registration tracking, and collateral production with third-party vendors.
5. Basic Financial Administration
- Bookkeeping: Manage routine bookkeeping tasks, account receivables/payables, petty cash records, and expense claims.
- Financial Liaison: Work closely with the appointed Treasurer and external Auditors to prepare monthly financial updates and support the end-of-year audit process.
Job Requirements
- Education: Bachelor’s Degree or Diploma in Business, Law, Communications, or a related field.
- Experience: Minimum of 1–2 years of secretarial or administrative experience, ideally within a Secretariat, Chamber of Commerce, Trade Association, NGO, or Professional Body.
- Key Skills:
- Impeccable command of written and spoken English, with strong corporate phrasing capabilities.
- Advanced minute-taking, proofreading, and report-writing skills.
- Strong digital literacy: Mastery of Microsoft Office/Google Workspace, virtual meeting platforms (Zoom/Teams), and basic cloud-based database systems.
- Personal Attributes: Meticulous attention to detail, high ethical standards regarding confidentiality, strong emotional intelligence, and the capability to manage conflicting priorities independently.
Pay: RM2,800.00 - RM3,500.00 per month
